Between 1980 and 1990, the Victory neighborhood population declined by 1.3 percent whereas Minneapolis' declined by 0.7 percent. However, between 1990 and 2000, Victory's population increased 4.7 percent while Minneapolis' increased 3.8 percent. The neighborhood increased overall in population between 1980 and 2000 by 3.3 percent.

Between 1980 and 2000, the three age groups growing the most in population were those aged 25 to 44 years with a 44 percent increase, those aged 5 to 17 years with a 38 percent increase, and finally those aged 5 years and under with a 21 percent increase. Overall, the adult population grew by 13 percent, and children and adolescents as a group grew by 30 percent. Conversely, those aged 65 to 84 years decreased in population by more than 50 percent.

Although Victory's population remained more than 70 percent white in 2000, all other ethnic groups increased dramatically in population between 1980 and 2000. The white population fell by almost 1,160 people or 25 percent black population grew from 32 people in 1980 to 761 people in 2000. Although still relatively few in number, the Asian population grew from 16 people in 1980 to 279 in 2000.
