The ADA Action Plan
The Americans with Disabilities Act (ADA) Action Plan is a comprehensive policy document for the City of Minneapolis to comply with Title II of the American with Disabilities Act.
In 1993, the City ADA Transition Plan met the Department of Justice’s requirements of conducting a self-evaluation and developing a transition plan. In 2015, NCR renewed the City’s commitment to the ADA by conducting a program and services evaluation and developing an updated plan; known as the ADA Action Plan.
The plan covers:
- Legal requirements: The plan fulfills ADA Title II requirements by identifying an ADA Title II Coordinator, grievance procedure, internal workgroup (Accessibility Liaison Network), and public commission (Minneapolis Advisory Committee on People with Disabilities).
- Equity: Details the City’s policies, procedures and strategies for inclusion of people with disabilities.
- Comprehensive: The ADA Action Plan outlines enhancements for program and service delivery. Property Services (owned and leased spaces) and Public Works (public right of ways) provided contributing summaries for their separate plans to improve and modify the City’s physical infrastructure. Both Property Services and Public Works have separate, supporting plans that inform this ADA Action Plan. These plans are on their own update cycle; more info is below.
ADA Evaluation of Programs and Services
The City conducted an initial self-evaluation of policies, practices and procedures in 1991. In 2015, NCR renewed the City’s commitment to the ADA by conducting a program and services evaluation. The evaluation was conducted by an independent consultant. The evaluation was comprehensive assessment of City programs, services, policies and procedures under the ADA.

This report is designed to give the City’s accessibility management team the information and tools necessary to develop an ADA Action Plan that can serve as a dynamic working document to guide future planning and gather ongoing feedback from people with disabilities who live, work and play in Minneapolis.
