1.   2001 University Ave SE:
Approve application for an interim use permit to allow a 30-foot temporary telecommunications mast, antennas, and mechanical equipment, from October 9, 2014, through January 18, 2015, at the property located at 2001 University Ave SE, subject to the following conditions:
a)    The base unit will be locked when it is not attended by a technician.
b)    A letter from a licensed engineer will be submitted stating that the mast has the structural integrity to withstand typical windloads and inclement weather.
c)    The interim use permit shall be valid until no later than January 18, 2015. The site shall be returned to its pre-existing condition upon the expiration of the interim use permit.

2.   206 Ontario St SE:
Approve application for an interim use permit to allow a 60-foot temporary telecommunications mast, antennas, and mechanical equipment, from October 9, 2014, through January 18, 2015, at the property located at 206 Ontario St SE, subject to the following conditions:
a)    A six-foot fence will be installed around the leased area.
b)    A letter from a licensed engineer will be submitted stating that the mast has the structural integrity to withstand typical windloads and inclement weather.
c)    The interim use permit shall be valid until no later than January 18, 2015. The site shall be returned to its pre-existing condition upon the expiration of the interim use permit.

5.   Off-Street Parking Regulations (Zoning Code Text Amendment):
Subject matter of an ordinance amending Title 20 of the Minneapolis Code of Ordinances, revising Chapter 551 related to Zoning Code: Overlay Districts, amending off-street parking regulations in the University Area Overlay District. (Gordon)

6.   Nicollet Island East Bank Small Area Plan:
Consider adoption of the Nicollet Island East Bank Neighborhood Small Area Plan and amend the policy guidance for the area into the City’s comprehensive plan with the following conditions:
a)    The comprehensive plan amendment is subject to final review and approval by the Metropolitan Council.
b)    Additional transportation planning and design work will be necessary for development and implementation of the Nicollet-Central Streetcar. The features and recommendations of this plan will be referenced in that planning process and reevaluated in conjunction with the larger project. They may be adjusted, refined, or updated if necessary.
c)    The features and recommendations of this plan will be used to guide preparation of an updated comprehensive plan in upcoming years. As with all small area plans, features and recommendations of this plan will be reevaluated and may be adjusted or updated in the next update to the Comprehensive Plan.

7.   St. Anthony East Neighborhood Small Area Plan:
