1. 1-4 Unit Residential Development (Zoning Code Text Amendment):
Subject matter of the following ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, revising regulations for 1-4 unit residential development. (Palmisano)
a) Amending Chapter 520 related to Zoning Code: Introductory Provisions
b) Amending Chapter 525 related to Zoning Code: Administration and Enforcement
c) Amending Chapter 530 related to Zoning Code: Site Plan Review
d) Amending Chapter 531 related to Zoning Code: Nonconforming Uses and Structures
e) Amending Chapter 535 related to Zoning Code: Regulations of General Applicability
f) Amending Chapter 541 related to Zoning Code: Off-Street Parking and Loading
g) Amending Chapter 546 related to Zoning Code: Residence Districts
h) Amending Chapter 547 related to Zoning Code: Office Residence Districts
i) Amending Chapter 548 related to Zoning Code: Commercial Districts
Return Chapters 521, 536, 537, and 551 to author.
Action Taken: Approved as amended and with the following additional amendments:
a) Amending Sections 546.240, 546.300, 546.360, 546.420, 546.480, 546.530, 546.580, 546.630, 547.240, 547.310, 547.350, and Table 546.17 R6 of the zoning code text amendments by making technical additions and corrections to the code text and by amending provisions related to floor area of single and two-family dwellings;
b) Amending Chapter 551 related to Zoning Code: Overlay Districts - Section 551.480, to align with the maximum height of single and two-family dwellings in the Shoreland Overlay District with the new, more restrictive standards in the base zoning districts;
c) Amending Chapter 546, Tables 546-2 R1, Table 546-4 R1A, Table 546-6 R2, and Table 546-8 R2B by revising the minimum interior side yard setback requirements for principal structures on lots greater than 85 feet in width in the R1, R1A, R2, and R2B districts;
d) Returning Chapters 521, 536, and 537 to Author; and
e) All ordinance amendments shall become effective October 1, 2014.
The following staff direction was approved: Staff of the Department of Community Planning & Economic Development, in collaboration with other City departments to include the City Attorney's Office, Regulatory Services, the City Coordinator's Office, and Public Works, conduct a study of methods and tools to establish incentives related to two aspects of sustainable construction and demolition affecting 1-4 unit residential development: "green" building and building deconstruction. The study should include research into best practices, likely stakeholders and departments of responsibility, and an analysis of projected costs and benefits. The study is designed to coincide with continued research into construction and demolition waste recycling under Mayor Hodges' Zero Waste initiative. Staff is directed to return to the Zoning & Planning Committee meeting no later than March 31, 2015, to report on this study.
