Consider staff recommendation adopting the Downtown East Development Final Alternative Urban Areawide Review (AUAR) for a five-block area in downtown Minneapolis with three blocks bounded by South 3rd Street, 5th Avenue South, South 4th Street, and Chicago Avenue South and two additional blocks bounded by South 4th Street, 5th Avenue South, South 5th Street, and Park Avenue South, including the plan for mitigation.

2. Dock Street Flats Phase II - 333 Washington Avenue N, 300 5th Street N, 422 3rd Avenue N, 328 4th Street N, 408 4th Avenue N, and 405 4th Avenue N:
Consider staff recommendation approving determination that no new Environmental Assessment Worksheet is required for Dock Street Flats Phase II.

Appeal filed by 903 Washington Partners, LLC, of the decision of the Board of Adjustment granting an appeal of the Zoning Administrator’s determination that bus passenger loading and unloading at the property is classified as a Bus Turnaround under the Minneapolis Code of Ordinances, thus requiring a Conditional Use Permit.
