1. Loring Park Neighborhood Master Plan:
Approve the Loring Park Neighborhood Master Plan, a long-range planning document providing greater detail for public and private land investment and development in the Loring Park neighborhood.
Action Taken: Approved, to include an amendment to policy 2.11 (Chapter 2): 2.11 Zoning for the Activity Center: Conduct a study to amend the zoning regulations in the Activity Center to eliminate the C1 and C2 classifications in favor of a more intensive mixed use classification, other than C3A or C3S, that includes high-density housing, hotels, restaurants, arts and entertainment businesses, and retail and service businesses.

Subject matter of the following ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, for first reading and referral to the Zoning & Planning Committee (changing regulations pertaining to massage):
a) Chapter 520 relating to Introductory Provisions
b) Chapter 525 relating to Administration and Enforcement
c) Chapter 535 relating to Regulations of General Applicability
d) Chapter 536 relating to Specific Development Standards
e) Chapter 541 relating to Off-Street Parking and Loading
f) Chapter 548 relating to Commercial Districts
g) Chapter 549 relating to Downtown Districts
h) Chapter 550 relating to Industrial Districts
i) Chapter 551 relating to Overlay Districts.

Appeal from the Heritage Preservation Commission (9/10/2013)
3. Gluek Brewing Tied House, 1500 6th Street South:
Appeal filed by Bianca Fine on behalf of Currie Park Development, LLC, of the decision by the Heritage Preservation Commission denying a Demolition of Historic Resource application for the Gluek Brewing Tied House. (Ward 2)
Action Taken: Appeal Granted, and City Attorney directed to draft Findings in support of the Committee's decision.

4. 2924 Grand Avenue South:
Appeal filed by Maze Properties, LLC, of the decision of the Zoning Board of Adjustment denying an application for a Certificate of Nonconforming Use to establish legal nonconforming rights to a three-unit, multiple-family residence in an existing structure located at 2924 Grand Avenue South in the R2B Two-family District. (Ward 6)
Previous Action Taken: Postponed to the November 7, 2013, Zoning & Planning Committee meeting.

5. Megabus USA, LLC - 247 Chicago Avenue South:
Appeal filed by 903 Washington Partners, LLC, of the decision of the Board of Adjustment granting an appeal of the Zoning Administrator’s determination that bus passenger loading and unloading at the property is classified as a Bus Turnaround under the Minneapolis Code of Ordinances, thus requiring a Conditional Use Permit. (Ward 7)
Previous Action Taken: Postponed to the December 9, 2013, Zoning & Planning Committee meeting.
