      b) Approve application to vacate all of the public alley located in the block bounded by E Franklin Avenue, 5th Avenue S, E 19th Street, and Portland Avenue; both applications to allow Phase Four of the Franklin-Portland Planned Unit Development which includes 90 additional dwelling units in two new buildings.       a) Chapter 536 relating to Specific Development Standards;
      b) Chapter 547 relating to Office Residence Districts;
      c) Chapter 548 relating to Commercial Districts;
      d) Chapter 549 relating to Downtown Districts;  and
       Return Chapters 522, 541, and 550 to author.

      a) Chapter 520 relating to Introductory Provisions; and
      b) Chapter 525 relating to Administration and Enforcement.

 6.  New Residential Structures Regulations (Zoning Code Text Amendment):
      Subject matter of the following ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, (amending regulations for new residential structures with four units or less):
      a) Chapter 520 relating to Introductory Provisions;
      b) Chapter 521 relating to Zoning Districts and Maps Generally;
      c) Chapter 530 relating to Site Plan Review;
      d) Chapter 535 relating to Regulations of General Applicability; and
      e) Chapter 551 relating to Overlay Districts.

      Hold public hearing and consider the Mayoral appointment of Matthew Brown (Ward 1) to fulfill the balance of a term ending January 31, 2014, and Mayoral reappointments of Alissa Luepke Pier (Ward 3) and Ted Tucker (Ward 3) to new terms ending January 31, 2015.

 8.  301 Walnut (700 Washington Avenue SE):
      a) Appeal filed by Juno Investment Corporation from the decision of the Planning Commission granting applications for: 1) a conditional use permit to increase maximum building height from 4 stories, 56 feet, to 6 stories, 81 feet; and 2) a variance to reduce the rear yard requirement adjacent to the east lot line from 15 feet to 9.3 feet; to allow for a 6-story mixed use building with 98 dwelling units and ground floor commercial uses.  

      CONCURRENT APPLICATION NOT SUBJECT TO THE APPEAL:
      b) Consider the Planning Commission's recommendation to approve the rezoning of the property from the C1 Neighborhood Commercial District to the C3A Community Activity Center District. (Ward 2)

 9. 6th Street Northeast Redevelopment (514 1st Avenue NE; 519-523 Central Avenue NE):
      a) Appeal filed by Lazaros Christoforides, on behalf of Pontus Properties, from the decision of the Planning Commission granting applications for: 
          1) a conditional use permit to increase maximum building height from 4 stories, 56 feet, to 7 stories, 81 feet, subject to conditions;
          2) a variance to reduce the interior side yard requirement from 15 feet to 5 feet, subject to conditions; 
          3) a variance to reduce the minimum lot area requirement from 287 square feet per dwelling unit to 282 square feet per dwelling unit; and
          4) site plan review, subject to conditions;
       all to allow for a mixed use building with 130 dwelling units and ground floor commercial uses.  

      CONCURRENT APPLICATION NOT SUBJECT TO THE APPEAL:
      b) Consider the Planning Commission's recommendation to approve the rezoning of the property from the C2 Neighborhood Commercial District to the C3A Community Activity Center District, maintaining the PO Pedestrian Oriented Overlay District.

      Appeal filed by Mohamed Abdullahi from the decision of the Planning Commission granting the following land use applications:
      a) Conditional use permit for Phase I of a two-phase Planned Unit Development with an alternative request for yards;
      b) Variance of the interior/rear yard setbacks along the north property lines;
      c) Variance of the interior/rear yard setbacks along the east property lines;
      d) Variance to allow a child care center in excess of 2,000 square feet at approximately 3,000 square feet;
      e) Variance of the Pedestrian-Oriented Overlay District standards pertaining to curb cut width from 20 feet to 24 feet;
      f) Variance of the loading requirement to allow one small loading space; 
      g) Site Plan Review for a new six-story mixed-use development that includes 260 dwelling units with a total of 271 bedrooms and approximately 6,000 square feet of ground level neighborhood-serving retail spaces; and
      h) Preliminary plat for the subject properties (Ward 2).
