 1.  3442 Washington Ave N:
      Approve petition to rezone the property to add the IL Industrial Living Overlay District (ILOD) to allow for a residence and art studio. (Ward 3)

 2.  3448 Hennepin Ave S:
      Approve petition to rezone the property from R2B to the R3 Multiple-Family District to allow for the conversion of an existing duplex into a triplex. (Ward 10)

      Action Taken:  Denied rezoning application:
                                Directed staff to prepare findings in support of the committee's action for adoption by the Council; and
                                Directed staff to come back in two months with a joint report to the Zoning & Planning and Regulatory, Energy & Environment Committees with suggested changes relating to both the permitting and zoning divisions to avoid circumstances similar to this application in the future.

 3.  Grain Belt Terraces (1215-1219 Marshall St NE):
      Approve petition to rezone the property from C1 and R5 to the OR2 High Density Office Residence District to allow a mixed use development including rehabilitation of an existing office building and two new 4-story multiple family dwellings. (Ward 3)

 5.  Size of Commercial Uses in Certain Zoning Districts (Zoning Code Text Amendment by Gordon):
      Subject matter of the following ordinances amending Title 20 of the Minneapolis Code of ordinances relating to Zoning Code, (allowing more flexibility regarding the size of commercial uses in certain zoning districts):
      a) Chapter 527 relating to Planned Unit Development;
      b) Chapter 547 relating to Office Residence Districts;
      c) Chapter 548 relating to Commercial Districts; and
      d) Chapter 549 relating to Downtown Districts.
      Recommended Action/Action Taken: Refer to CPED staff for analysis

 6.  Bicycle Facilities in New Development Projects (Zoning Code Text Amendment by Schiff):
      Subject matter of the following ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, (expanding the requirement to provide bicycle facilities in new development projects):
      a) Chapter 541 related to Off-Street Parking and Loading; and
      b) Chapter 549 related to Downtown Districts.  
      Recommended Action/Action Taken: Refer to CPED staff for analysis

 7.  Hennepin Energy Recovery Center (HERC) (419 5th St N, aka 505 6th Ave N):
      Appeal filed by Covanta Energy, on behalf of Hennepin County Environmental Services, from the decision of the City Planning Commission, n/w/s  the recommendation of staff, denying application for an amended conditional use permit for the Hennepin Energy Recovery Center to allow for the facility to process at its designed capacity of 1,212 tons of waste per day. (Ward 5)

      Action Taken: Postponed one cycle to February 28, 2013
