 1.  Zoning Code Text Amendments:
      Return to author the following ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code

      a) Regulations related to combative sports - Chapter 520 relating to Introductory Provisions; Chapter 525 relating to Administration & Enforcement; Chapter 536 relating to Specific Development Standards; Chapter 537 relating to Accessory Uses and Structures; and Chapter 549 relating to Downtown Districts.

      b) Regulations related to sidewalk cart vendors, including sidewalk cart food vendors and mobile food vendors - Chapter 520 relating to Introductory Provisions; Chapter 535 relating to Regulations of General Applicability; Chapter 536 relating to Specific Development Standards; Chapter 548 relating to Commercial Districts; and Chapter 549 relating to Downtown Districts.

      c) Regulations related to day labor agencies - Chapter 520 related to Introductory Provisions; Chapter 536 related to Specific Development Standards; Chapter 548 related to Commercial Districts; Chapter 549 related to Downtown Districts; Chapter 550 related to Industrial Districts; and Chapter 551 related to Overlay Districts.

 2.  Tires for Less, 3009-11 3rd Ave S and 301 E Lake St:
      Deny application to vacate the western half of the "T" alley in the block bounded by 3rd Ave S and Clinton Ave adjacent to the subject property to eliminate criminal activity (Ward 8).

 3.  Pillsbury A-Mill Complex, 301 Main St SE; 413 Main St SE; 300 2nd St SE, 400 2nd St SE and 100 3rd Ave SE:
      Approve application of Owen Metz with Dominium, on behalf of Minneapolis Leased Housing Associates IV Limited Partnership, for historic variance to reduce the number of required parking spaces required by the Zoning Code, subject to conditions.

Action Taken:  Approved, subject to the condition that all parking spaces be dedicated for residential use (none for commercial).  Staff directed to draft findings of fact in support of the Committee's decision.

Public Hearings

 4.  Linden Hills Moratorium (Interim Ordinance):
      Ordinance amending Title 21 of the Minneapolis Code of Ordinances relating to Interim Ordinances, adding a new Chapter 588 providing for a moratorium on large-scale development within neighborhood commercial nodes and along community corridors in the Linden Hills Neighborhood to protect the small area planning process that has commenced in Linden Hills. (Hodges; Introduced 3/30/2012)

Action Taken:  Public hearing continued to the May 3, 2012 meeting due to public notice error.

 5.  Dock Street Apartments, 333 Washington Ave N and 328 4th St N:
     Appeal filed by Richard P. Johnson with Hennepin County Regional Railroad Authority, along with the Minnesota Department of Transportation, from the decision of the Planning Commission granting applications for a conditional use permit and site plan review for a new Planned Unit Development including 185 dwelling units and 3,300 square feet of ground floor commercial space (Ward 7).
