City Planning Commission 3/5/2012
1. Nokomis East Station Area Plan Rezoning Study (Zoning Code Map and Text Amendment):
a) Approve ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, (rezoning property within the study area of the Nokomis East Station Area Plan), as follows:
1) Chapter 521 relating to Zoning Districts and Maps Generally; and
2) Chapter 551 relating to Overlay Districts.
b) Find that obtaining consent signatures for the rezoning of properties from office-residential to commercial would be impractical (Ward 12).

3. Historic Conservation Districts (Zoning Code Text Amendment):
Subject matter of an ordinance amending Title 23, Chapter 599 of the Minneapolis Code of Ordinances relating to the Heritage Preservation: Heritage Preservation Regulations, (establishing a process to create historic conservation districts).
Action Taken: Referred to CPED/Planning Staff.
4. Linden Hills Moratorium (Interim Ordinance):
Ordinance amending Title 21 of the Minneapolis Code of Ordinances relating to the Interim Ordinances, (adding a new Chapter 588 providing for a moratorium on large-scale development within neighborhood commercial nodes and along community corridors in the Linden Hills Neighborhood to protect the small area planning process that has commenced in Linden Hills).

5. Dock Street Apartments (333 Washington Ave N and 328 4th St N):
Appeal filed by Richard P. Johnson with Hennepin County Regional Railroad Authority along with the Minnesota Department of Transportation, from the decision of the Planning Commission granting applications for a conditional use permit and site plan review for a new Planned Unit Development including 185 dwelling units and 3,300 square feet of ground floor commercial space (Ward 7).

6. Urban Agriculture Policy Plan:
Subject matter of the text of Schiff's motion relating to amending Chapter 537 in Section 537.110 by:
a) adding language for animal coops, pens or other structures used to house small animals or fowl, such as a chicken, turkey, duck or pigeon to allow the use accessory to a school, K-12;
b) adding language for animal runs to allow the use accessory to a school, K-12; and
c) adding language for Fowl, pigeons and other small animals to allow the use accessory to a school, K-12.
