      Request for Council Action

  1. Loring Park Apartments (1368 LaSalle Ave):

Approve petition on behalf of Loring LLC to rezone the property from OR3 and B4S-1 to the B4N Downtown Neighborhood District, retaining the DP Downtown Parking and SH Shoreland Overlay Districts to allow for a mixed-use building including 354 dwelling units and 22,704 square feet of ground floor commercial space (Ward 7).

  1. Chicago Avenue Corridor Plan and associated comprehensive plan amendments, Chicago Avenue Rezoning Study:

A) Adopt the Chicago Avenue Corridor Plan as an articulation of and amendment to the policies found in the City's comprehensive plan, pending Metropolitan Council review and approval of associated amendment to the City's comprehensive plan.
B) Adopt the proposed map amendment to the City's comprehensive plan, pending Metropolitan Council review, so that document is consistent with this Plan.
C) Adopt the findings of staff and approve an ordinance amending Title 20, Chapter 521 in the Minneapolis Code of Ordinances relating to Zoning Code: Zoning Districts and Maps Generally, to rezone certain properties along Chicago Avenue consistent with the future land use guidance found in the Plan, as shown in the "Proposed Alternative" zoning map amendment illustrated and listed in the staff report (Wards 6 and 9).

Appeal/City Planning Commission 12/12/2011

  1. McDonalds USA, LLC (3110 E Lake St & 2925 31st Ave S):

A) Appeal filed by Vicky Stadther, on behalf of McDonalds, from the decision of the Planning Commission approving a site plan review application with the following two conditions:

3. The building shall be relocated to comply with the building placement provision outlined in Section 530.110 of the Zoning Code. This requires that the building be located within 8 feet of the property lines along E Lake St and 31st Ave S.

7. The principal entrances to the building shall connect to the public sidewalk along E Lake St and 31st Ave S via walkways that are not less than 4 feet in width.

Additional application not subject to appeal:
B) Consider recommendation of the Planning Commission to approve a petition to rezone a portion of the subject properties from the R4 district to the C2 Neighborhood Corridor Commercial District to allow for a new single-story, 4,785 square foot drive thru fast food restaurant (Ward 9).

Appeal/Zoning Board of Adjustment 12/1/2011

  1. John Varghese and Pramol Mathew (2800 Fremont Ave S):

Appeal filed from the decision of the Board of Adjustment denying the following land use applications to allow for a surface parking area accessory to an existing duplex:
A) Variance to reduce the minimum required front yard setback along 28th St W on a reverse corner lot;
B) Variance to allow for parking between the principal structure and the front lot line; and
C) Variance to reduce the minimum distance between a principal structure and accessory parking area (Ward 10).
