1. City Planning Commission:

Confirm Mayoral reappointments of Lauren Huynh and Erika Carter; Consider approval of Council reappointment of Brian Gorecki, for terms to expire 1/31/2012.

Action Taken: Approved.

2. Jonah Bridger (re 2510 - 4th St N):

Appeal filed from decision of the Board of Adjustment which denied an application for nonconforming use certificate to establish legal nonconforming rights to an 11-unit, multiple family use in the R2B Two-Family District (Ward 3).

Action Taken: Appeal denied.

Consent Items

3. Radio/Television Stations (Zoning Code Text Amendment):

a) Approve ordinances amending Title 20 of the Mpls Code of Ordinances relating to Zoning Code, to allow for radio or television stations as permitted uses in the C1 Neighborhood Commercial District & to establish specific development standards for these uses, as follows:
Amending Chapter 536 re Zoning Code: Specific Development Standards;
Amending Chapter 548 re Zoning Code: Commercial Districts;
b) Return to author ordinance amending Title 20, Chapter 520 re Zoning Code: Introductory Provisions.

Action Taken: Approved.

4. Overnight Shelters (Zoning Code Text Amendment):

Approve ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code to allow overnight shelters as a principal use in specific geographic areas within downtown, as follows:
Amending Chapter 520 relating to Zoning Code: Introductory Provisions;

Amending Chapter 551 relating to Zoning Code: Overlay Districts.

Action Taken: Approved.

5. Village Market:

Approve resolution correcting legal description of Resolution 2009R-125, passed 3/27/2009 re application of Excelsior Development, LLC, to vacate a portion of the alley adjacent to 912 E 24th St and an easement corner cut adjacent to 2301 Elliot Ave, both on the block bound by E 22 & 24th Sts, Elliot & 10th Aves S.

Action Taken: Approved.

6. Minnesota Historical Society:

Authorize application to the Minnesota Historical and Cultural Funds (aka Legacy) Grant Program for the following projects: Grain Belt Office Building, Warehouse District Heritage Street Plan, Pillsbury A-Mill Roof Stabilization, Pillsbury A-Mill Window Survey, and First Church of Christ, Scientist ( Also in CD

Action Taken: Approved.

7. Minnesota Historical Society (re Grain Belt Office Building):

a) Accept & appropriate $50,000 Historical and Cultural Heritage Grant from the MN Historical Society for the Grain Belt Office Building; b) Approve appropriation increases; c) Authorize grant agreement with the Minnesota Historical Society ( Also in CD, W&M/Budget

Requested Action/Action Taken: Receive & file.

8. Elizabeth C. Quinlan Residence (1711 Emerson Ave S):

Approve resolution designating the Elizabeth C. Quinlan Residence as a local historic landmark.

Action Taken: Approved; CPED/Planning staff directed to incorporate the written comments and corrections submitted by the Lowry Hill History Committee and the Elizabeth C. Quinlan Foundation into the designation staff report prior to the April 2, 2010 Minneapolis City Council meeting.

9. Pauline Fjelde Residence (3009 Park Ave):

Approve resolution denying designation of the Pauline Fjelde Residence as a local historic landmark.

Action Taken: Approved recommendation to deny.

10. Midtown Greenway Rezoning Study (Zoning Code Text and Map Amendment):

Approve ordinance amending Title 20, Chapter 521 relating to Zoning Code: Zoning Districts and Maps Generally, to implement the future land use policies found in the adopted land use plans which address areas surrounding the Midtown Greenway, for remainder of parcels within the study area (Hiawatha Ave to Lyndale Ave).
(Action Taken 2/18/2010: Approved CPC recommendations for area west of Lyndale Ave to City border, with amendments; Postponed remainder of study area, with council action postponed until entire study area considered;
Action Taken 3/4/2010: Approved CPC recommendations for area of Hiawatha Ave to the east, with amendments).
