Public Hearings

1. HERC (419 5th Street N, aka 505 6th Avenue N):

Appeal filed by Covanta Energy, on behalf of Hennepin County Environmental Services, from the decision of the City Planning Commission, notwithstanding the recommendation of staff, denying application for an amended conditional use permit for the Hennepin Energy Recovery Center to allow for the facility to process at its designed capacity of 1,212 tons of waste per day (Ward 5).

2. Mike Rudh (5307 Russell Avenue South):

Appeal filed on behalf of Shelby and Patrick Scheuerman from the decision of the Zoning Board of Adjustment denying applications for variances to a) reduce the front yard setback along Russell Avenue South, and b) reduce the west interior side yard setback from 6 feet to 1 foot, both to allow for a new deck (Ward 13).

Action Taken: Appeal granted

3. Outdoor Children's Play Areas (Zoning Code Text Amendment):

a) Approve ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, regarding requiring outdoor children's play space accessory to certain multiple-family residential uses, as follows:

1) Chapter 536 relating to Specific Development Standards; and

2) Chapter 546 relating to Residence Districts.

b) Return Chapters 520 and 535 to author.

Action Taken: Approved

4. Intersection of 16th Avenue NE and Pierce Street NE

Approve resolution correcting the legal description for VAC 521, vacating that part of Pierce Street NE located between 18th Avenue NE and 16th Avenue NE, originally approved by the City Council on June 26, 1970.

Action Taken: Approved

5. Lowry Avenue Corridor Plan:

Adopt a resolution regarding implementation of the Lowry Avenue Corridor Plan in Northeast Minneapolis (Wards 1 & 3).

Action Taken: Approved

6. Designation of the Minneapolis Warehouse District:

Approve local historic district designation (Wards 5 & 7).

Action Taken: Approved, and staff directed to prepare a resolution for adoption by the full Council
