Public Hearings

1. 4022 1/2 Washington Avenue N:

Appeal filed by L and R Development and Ramsey Excavating Company from the decision of the Board of Adjustment upholding the determination of the Zoning Administrator that rock crushing is a permanent use and is therefore not permitted on the property (Ward 4).

Action Taken: Appeal denied

2. Sherman Associates, Inc. (935 Second Street S):

Application for an interim use permit to allow a temporary 20-space accessory surface parking lot on the vacant property (Ward 7).

Action Taken: Approved

3. Jon Hornig (2401 Dupont Avenue S):

Appeal filed by Daniel Bilot, from the decision of the Planning Commission granting the application of Jon Hornig on behalf of D&B 2401, LLC, for a change of nonconforming use from a grocery store to a coffee shop, and a change of non-conforming use from a barber shop/beauty salon to a tattoo and body piercing parlor, subject to conditions, in the R2B Two-Family Residential District (Ward 10).

Action Taken: Appeal denied

4. FTK Properties (900 3rd Street N and 218 9th Avenue N):

Appeal of the decision of the Heritage Preservation Commission placing conditions that: 1) require the adaptive reuse of the 9th Avenue loading dock in a manner that retains the width, height and character of the original loading dock, and 2) require the original Bay 6 entrance opening be retained, on the approval of a Certificate of Appropriateness for a rehabilitation project (Ward 5).

Action Taken: Referred back to Heritage Preservation Commission

Consent Items

5. The Minneapolis Plan for Sustainable Growth:

Adopt The Minneapolis Plan for Sustainable Growth as the updated comprehensive plan for the City of Minneapolis as authorized by the July 22, 2009, action of the Metropolitan Council, approving the incorporation of the recommended technical comments into the plan, and passage of resolution approving the adoption of the plan.

Action Taken: Approved

6. Minneapolis Arts Commission Appointment:

Approve Council appointment of Alexander Phung (Ward 13) to file the unexpired term of Claire Wilson to run through January 31, 2010.

Action Taken: Approved

7. Driveway & Parking Area Surfacing Standards (Zoning Code Text Amendment):

Subject matter of ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, (to amend the surfacing standards for parking areas and driveways), as follows:
a. Amending Chapter 520 related to Introductory Provisions;

b. Amending Chapter 525 related to Administration and Enforcement; and

c. Amending Chapter 541 related to Off-Street Parking and Loading.

Recommended Action/Action Taken: Refer to CPED/Planning Division

8. Radio & Television Stations (Zoning Code Text Amendment

Subject matter of ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code (to allow radio and television station(s) as an allowed use in the C-1 Neighborhood Commercial District), as follows:

a) Amending Chapter 520 relating to Introductory Provisions;

b) Amending Chapter 536 relating to Specific Development Standards;

c) Amending Chapter 548 relating to Commercial Districts.

Recommended Action/Action Taken: Refer to CPED/Planning Division
