Public Hearings

1. Wendy’s FourCrown, Inc. (325 E Franklin Ave & 2015 Clinton Ave S):

Appeal filed from decision of the Planning Commission denying the applications for: a) conditional use permit to extend by two additional hours the time open to the public; and b) non-conforming use expansion in a Pedestrian Oriented Overlay District (Ward 6). ( Z&P Action 11/08/07: Postponed 1 cycle – public hearing continued).

Action Taken: Appeal denied

2. Minneapolis Park and Recreation Board (4655 E 46 th St):

Appeal filed from decision of the HPC denying a Certificate of Appropriateness for new construction of a park building in the Wabun Picnic Area of the Minnehaha Fall Park Historic District (Ward 12).

Action Taken: Appeal granted, and Certificate of Appropriateness approved

Consent Items

3. John Wolf (part of the north-south alley lying south of Lake St and running parallel to and between Chicago and Elliot Aves S):

Approve application to vacate a public alley (Ward 8).

Action Taken: Approved

4. The Ackerberg Group (2310-2312 Penn Ave N):

Approve petition to rezone the "Delisi’s" Building Parking Lot to add the TP Transitional Parking Overlay District to the R4 Multiple-Family District (Ward 5).

Action Taken: Approved

5. Olin 4, LLC (5310-5334 Minnehaha Ave and 5329 48th Ave S):

Approve applications to allow a multi-family dwelling with 83 units, as follows:

a) Rezone properties from the C1 District and R1A District to the OR2 District; and

b) Vacate the adjacent public alley subject to: 1) an easement in favor of Xcel Energy; and 2) the dedication of a new alley opening to 48th Ave in the final plat and recorded with Hennepin County (Ward 12).

Action Taken: a) Approved, b) Postponed 1 cycle

6. Board of Adjustment:

Approve Council re-appointments of Paul Gates (Ward 11), with a term ending December 31, 2009, and John Finlayson (Ward 13), with a term ending December 31, 2010, and Council appointments of Chris Koch (Ward 11) and Bruce Manning (Ward 13), both with terms ending December 31, 2010.

Action Taken: Approved

7. Minnesota Urban Ballpark - Site Plan and Design Review:

Adopt the recommendation of the Ballpark Implementation Committee for a new 40,000 seat ballpark, subject to the changes recommended by the City Planning Commission (Ward 7).

Action Taken: Sent forward without recommendation, and added to the next Committee of the Whole agenda for consideration of a plan for landscaping on the public plaza

8. Rezoning Study-Bassett Creek Valley (Zoning Code Map Amendment):

Subject matter of ordinances amending Title 20, Chapter 521 of the Minneapolis Code of Ordinances relating to Zoning Districts and Maps Generally, for review and potential revision as an implementation step for the Bassett Creek Valley Corridor Master Plan adopted January 12, 2007 (Wards 5 & 7).

Recommended Action/Action Taken: Referred to CPED/Planning Division
