Set Public Hearing

1. Electronic Advertising Billboard Moratorium (Interim Ordinance):

Consider ordinance amending Title 21 of the Minneapolis Code of Ordinances relating to Interim Ordinances by adding a new Chapter 582, providing for a moratorium on electronic advertising billboards (by Benson) (Wards: All).

Recommended Action/Action Taken: Public hearing set for June 7, 2007.

2. River Mews Court - Petition to Name a Street (in the vicinity of Franklin Ave SE and Thornton St SE):

Approve application by the East River Mews Association requesting that an existing, unnamed private street in the vicinity of Franklin Ave SE and Thornton St SE be named River Mews Court for a condominium/townhouse development (Ward 2).

Action Taken: Approved.

3. Andrew Gillett, Hennepin County Housing (vicinity of the block bounded by 28th St E, 11th Ave S, the Midtown Greenway and 10th Ave S):

Approve application to vacate a portion of a north-south public alley for construction of a new portion of the alley that leads out to 10th Ave S as well as utilizing the property for open space and access to the Midtown Greenway (Ward 9).

Action Taken: Approved.

4. 3000 and 3010 W River Pkwy (re 3010 W River Pkwy S):

Deny application, notwithstanding staff recommendation, to rezone property at 3010 W River Pkwy S from R1A to R6 based on Planning Commission findings, to allow 5 additional accessory parking spaces for the multi-family building at 3000 W River Pkwy (Ward 12).

Action Taken: Approved recommendation to deny application.

5. Separate Access for Residential and Non-Residential Uses (Zoning Code Text Amendment):

Approve ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, amending the standard that requires separate entrances and hallways for non-residential and residential uses in mixed use buildings:
a. Chapter 535 relating to Regulations of General Applicability;
b. Chapter 547 relating to Office Residence Districts;
d. Chapter 548 relating to Commercial Districts;
e. Chapter 549 relating to Downtown Districts (by Schiff) (Wards: All).

Action Taken: Postponed to June 7, 2007.

6. Food and Beverage Uses in Industrial Districts (Zoning Code Text Amendment):

Subject matter of ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, to limit the size of food and beverages uses in Industrial Districts, as follows:
a. Chapter 550 relating to Industrial Districts;
b. Chapter 551 relating to Overlay Districts (by Schiff) (Wards: All).

Recommended Action/Action Taken: Referred to CPED/Planning Division.

7. Planned Unit Developments (Zoning Code Text Amendment):

Subject matter of ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, to revise regulations related to planned unit developments, as follows:
a. Chapter 520 relating to Introductory Provisions;
b. Chapter 525 relating to Administration and Enforcement;
c. Chapter 527 relating to Planned Unit Developments;
d. Chapter 535 relating to Regulations of General Applicability;
e. Chapter 536 relating to Specific Development Standards;
f. Chapter 546 relating to Residence Districts;
g. Chapter 547 relating to Office Residence Districts;
h. Chapter 548 relating to Commercial Districts;
i. Chapter 549 relating to Downtown Districts;
j. Chapter 550 relating to Industrial Districts
k. Chapter 551 relating to Overlay Districts (by Schiff, Remington) (Wards: All).

Recommended Action/Action Taken: Referred to CPED/Planning Division.

8. Rezoning Study-University Ave SE Corridor (Zoning Code Text Amendments, vicinity of 29th and University Ave SE):

Approve zoning code text amendments amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, rezoning to add the Transit Station Area Pedestrian Oriented Overlay District to parcels along the University Ave SE corridor consistent with city-adopted plans for the area and to consider base zoning changes for several parcels (by Gordon) (Ward 2), as follows:
a. Chapter 521 relating to Zoning Districts and Maps Generally; and
b. Chapter 551 relating to Overlay Districts. ( Z&P Action 4/05/07: Postponed for 3 cycles – until 5/17/07).

Recommended Action/Action Taken: Postponed to June 7, 2007.

9. Residential Infill Construction (Zoning Code Text Amendment):

Approve subject matter of ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, regarding regulations for controls and variances related to residential infill construction of 1- 4 unit structures, including but not limited to, consideration of building mass/bulk, building height, setbacks, impervious surface, grading, definition of a story, definition of a half-story, definition of a basement, and site plan requirements, as follows:
a. Chapter 520 relating to Introductory Provisions;
b. Chapter 530 relating to Site Plan Review;
c. Chapter 546 relating to Residence Districts, as amended by the Planning Commission to increase in the minimum FAR exemption for attached garages of 250 square feet instead of 200 square feet
d. Chapter 547 relating to Office Residence Districts; (By Hodges, Schiff) (Ward: All).

Action Taken: Postponed to June 21, 2007.
