Public Hearings

1. Pokegama North (2111 and 2119 14th Ave S, 1408 E 22nd St):

Appeal filed by James Graham, on behalf of the American Indian Community Development Corp., from the decision of the City Planning Commission denying an application for a conditional use permit to allow an increase in height from 2.5 stories to 3 stories for the proposed carriage house/garage unit structures within a 6-unit cluster development (Ward 6).

Action Taken: Continued to January 4, 2007, meeting (public hearing continued).

2. Neumann Residence (4820 31st Ave S):

Appeal filed by Gordon and Connie Neumann from the decision of the Zoning Board of Adjustment, which, notwithstanding staff recommendation, denied a variance to decrease the established front yard setback from 22 feet to 20 feet 6 inches to allow for a one-story addition with a roof top deck to an existing single family dwelling (Ward 12).

Action Taken: Appeal granted and application approved.

Approve application to rezone properties from R2B with the NP (North Phillips Overlay) District to the R4 with the NP (North Phillips Overlay) District for a 6-unit cluster development (Ward: 6).

Presentation regarding department organization and introduction of new staff members for the Heritage Preservation Commission and Zoning Board of Adjustment: Carol Ahlgren and Erik Carlson.

5. Penn Lowry Crossing, LLC (3010, 3108, and 3120 Penn Ave N, 2125 Lowry Ave N, and 3023, 3027, 3101, 3107, 3111, 3115 and 3119 Oliver Ave N):

Approve the following applications for a Planned Commercial Development including renovation of an existing commercial building and the construction of two new commercial buildings and a parking lot: a) rezone a portion of the property located at 3010 Penn Ave N from the C2 district to the C1 district; b) rezone 3108 and 3120 Penn Ave N and 2125 Lowry Ave N from the C1 district to the C2 district; c) rezone a portion of the properties located at 3107, 3111, 3115 and 3119 Oliver Ave N from the R2B district to the C2 district; d) rezone a portion of the property located at 3119 Oliver Ave N from the R2B district to the C2 district; e) rezone a portion of the properties located at 3023, 3027, 3101, 3107, 3111 and 3115 Oliver Ave N to add the Transitional Parking (TP) Overlay district to the existing R2B District; and f) an alley vacation within the block bounded Penn Ave N, Lowry Ave N, Oliver Ave N and 30th Ave N, subject to the retention of an easement in favor of Xcel Energy and Qwest (Ward 4) ( Z&P Action 11/27/06: Postponed 2 cycles – until 1/4/07).
