Public Hearings

1. Minneapolis Planning Commission:

Confirm Mayoral appointments of Lauren Huynh and Lara Norkus-Crampton, for terms to expire 1/31/08.

Action Taken: Approved, with terms effective August 15, 2006.

2. Olin Crossing Phase II (4912 E 54th St, 5363, 5367 and 5371 Minnehaha Avenue):

Appeal filed by Nokomis East Neighborhood Association, from the decision of the Planning Commission approving the following applications at Olin Crossing Phase II: a) Conditional use permit for 43 dwelling units; b) Variance to increase the floor area ratio of the building from 2.04 to 2.52 (19 percent increase); c) Variance to reduce the minimum lot size requirement from 763 square feet per dwelling unit to 586 square feet per dwelling unit (23 percent decrease); and d) Site plan review, for construction of a 43-unit condominium building (Ward 12).

Action Taken: a) Appeal granted, with conditional use permit amended to approve 33 dwelling units; b) Appeal granted; c) Appeal granted; and d) Appeal granted; Direction to staff to draft Findings in support of Committee’s decision.

3. Shafer Hartman (600 4 th St NE):

Appeal filed by Robert Margl, from the decision of the Planning Commission which, notwithstanding staff recommendation, approved the following applications based on findings: a) Variance to reduce the minimum required lot size in the R2B District from 5,000 square feet to 4,257 square feet; and b) Minor subdivision, for construction of a new single-family home (Ward 3).

Action Taken: Postponed to 8/10/06 (public hearing continued).

4. Archive Lofts (700-708 Central Ave NE and 119-123 7th St SE):

Appeal from the decision of the Planning Commission approving the following applications: a) Variance of the interior side yard along the east property to 7 feet, subject to conditions; and b) site plan review, condition 7 "all rooflines incorporated within the development shall be flat", for renovation of existing buildings as well as additions to the existing structures for an integrated mixed-use residential and commercial development (Ward 3).

Action Taken: a) Grant appeal of the variance of the interior side yard along the east property to 3 feet, as requested by applicant; b) Appeal denied.

Consent Items

5. Archive Lofts (700-708 Central Ave NE and 119-123 7th St SE):

Approve application to rezone the properties located at 700-708 Central Ave NE and 119-123 7th St SE from the I1 to the C3A District and remove the ILOD (Ward 3).

Action Taken: Approved.

6. Kris Broberg (4100 Sheridan Ave S):

Deny application to rezone property from R1 to the R4 District to legalize a fourth unit in an existing structure (Ward 13).

Action Taken: Approved recommendation to deny.

7. Sexually Oriented Uses (Zoning Code Text Amendment):

Subject matter of an ordinance amending Title 20, Chapter 549 of the Minneapolis Code of Ordinances relating to Zoning Code, Downtown Districts, amending Section 549.330 to state that sexually oriented uses shall not be subject to Minnesota Statute Section 617.242.

Recommended Action/Action Taken: Referred to CPED/Planning Division.
