APPROVAL OF ACTIONS FROM THE MAY 9, 2019, MEETING

APPROVAL OF AGENDA

The commission may take action on items as part of a consent agenda at the beginning of the meeting. In these instances, the commission president will open the public hearing at the beginning of the meeting and will ask whether anyone would like to provide testimony or express concerns about items recommended for the consent agenda. If you plan to speak to an issue on the agenda, it is recommended that you arrive at the meeting at 4:30 or contact the assigned city staff person in advance. 1.      Peterssen / Keller Architecture, 2728 W Lake of the Isles Pkwy, Ward 7

Staff report by Andrew Liska, PLAN7450

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the application by Lars Peterssen + Laura Cayere-King:

A.     Variance to develop on a steep slope in the Shoreland Overlay District.

Recommended motion: Approve the application to allow for a rear addition to the existing single-family dwelling, subject to the following conditions:

1.      Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.

2.      All site improvements shall be completed by April 25, 2021, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

3.      The applicant shall submit an erosion control plan along with building permits demonstrating best management practices

4.      Erosion control measures shall be implemented prior to construction and shall remain in place until construction is completed and the slope is stabilized.

B.     Variance to reduce the established front yard setback.

Recommended motion: Approve the application to reduce the established front yard setback to approximately 45.5 feet for the single-family dwelling and approximately 33 feet for a terrace subject to the following conditions:

1.      Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.

2.      All site improvements shall be completed by April 25, 2021, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

3.      The applicant shall obtain an encroachment permit from the Minneapolis Park and Recreation Board for the proposed walkway between the lot line and the public sidewalk.  

4.      The applicant shall consult with an arborist in evaluating the preservation of the five mature pine trees with the proposed development as demonstrated on the site plan; if preservation is feasible, the applicant shall protect the trees per industry standard during construction.

2.      Anthony and Carolyn Bramante, 4727 29th Ave S, Ward 12

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the application by Anthony and Carolyn Bramante:

A.     Variance.

Recommended motion: Deny the variance to reduce the required front yard setback from 21.3 feet to 16.4 feet for a single-family dwelling.

3.      Pat Smith, 4554 Zenith Ave S, Ward 13

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the application by Patrick Smith:

A.     Variance to reduce the reverse corner front yard setback.

Recommended motion: Approve the variance to reduce the front yard setback from 20 feet to 2 feet, subject to the following conditions:

1.      Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.

2.      All site improvements shall be completed by January 10, 2021, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

B.     Variance to reduce the rear yard setback. 

Recommended motion: Approve the variance to reduce the front yard setback from 20 feet to 5 feet, subject to the following conditions:

1.      Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.

2.      All site improvements shall be completed by January 10, 2021, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

3.      The deck over the garage shall be designed in a manner to restrict use closer than five feet to the western lot line.  

C.     Variance the maximum lot coverage and impervious surface coverage.

Recommended motion: Approve the variance to increase the maximum lot coverage from 45% to 46.5%, subject to the following conditions:

1.      Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.

2.      All site improvements shall be completed by January 10, 2021, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
