Staff report, written materials, plans, and photos.
A. Variance: John Glatzmaier and Ellen Longmire have applied for a variance to reduce the east interior side yard from 6 feet to approximately 1.4 feet to allow for the new construction of a detached garage accessory to an existing single-family dwelling located at 1520 West 27th St in the R1 Single-Family District.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the Board of Adjustment adopt staff findings and approve the variance to reduce the east interior side yard setback from 6 feet to approximately 1.4 feet to allow for a construction of a new detached garage accessory to an existing single-family dwelling located at 1520 27th St W in the R1 Single-Family District and SH Shoreland Overlay District, subject to the following conditions of approval:
  1. Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.
  2. All site improvements shall be completed by January 23, 2016, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
B. Recommended Motion: The Department of Community Planning and Economic Development recommends that the Board of Adjustment adopt staff findings and approve the variance to reduce the rear yard setback from 6 feet to approximately 1.4 feet to allow for a construction of a new detached garage accessory to an existing single-family dwelling located at 1520 27th St W in the R1 Single-Family District and SH Shoreland Overlay District, subject to the following conditions of approval:
  1. Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.
  2. All site improvements shall be completed by January 23, 2016, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
2. 3520 Franklin Ave W (BZZ #6388, Ward 7) (Andrew Liska)
Staff report and map.
A. Variance: Robert Close and Cynthia Peltier have applied for a variance to reduce the required front yard setback from twenty-five (25) feet to seventeen (17) feet in the R1 single-family district for the property located at 3520 Franklin Avenue West.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the Board of Adjustment adopt staff findings and continue the variance application for development within 40 feet of the top of a steep slope to allow for the construction of a new single-family dwelling located at 3520 Franklin Avenue West in the R1 Single-Family District and SH Shoreland Overlay District one-cycle to the next Board of Adjustment meeting scheduled for February 6, 2014.
B. Variance: Robert Close and Cynthia Peltier have applied for a variance to allow development on or within forty (40) feet of the top of a steep slope in the SH Shoreland overlay district for the property located at 3520 Franklin Avenue West.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the Board of Adjustment adopt staff findings and continue the variance application to reduce the required front yard setback along Franklin Avenue West from 25 feet to 17 feet to allow for the construction of a new single-family dwelling located at 3520 Franklin Avenue West in the R1 Single-Family District and SH Shoreland Overlay District one-cycle to the next Board of Adjustment meeting scheduled for February 6, 2014.
3. 3837 Xerxes Ave S (BZZ #6390, Ward 13) (Shanna Sether)

A. Variance: Kale Massey of Ridge Creek Custom Homes, on behalf of James Onstad, has applied for a variance to reduce the minimum lot area requirement from 6,000 square feet to 5,005 square feet for the lot division and future construction of two new single-family dwellings located at 3837 Xerxes Avenue South in the R1 Single-Family District.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the Board of Adjustment adopt staff findings and deny the variance to reduce the minimum lot area requirement from 6,000 square feet to approximately 5,005 square feet to allow for the lot division of 3837 Xerxes Avenue South in the R1 Single-Family District.
B. 4. 3520 46th St W (BZZ #6400, Ward 13) (Shanna Sether)

Variance: Steve Pricco of Renovo Investments, LLC, has applied for a variance to reduce the front yard setback along 46th Street West from 25 feet to approximately 4 feet to allow for an addition and open front porch to an existing single-family dwelling located at 3520 46th Street West in the R1 Single-Family District.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the Board of Adjustment adopt staff findings and approve the variance to reduce the front yard setback along 46th Street West from 25 feet to approximately 4 feet to allow for an addition and open front porch to an existing single-family dwelling located at 3520 46th Street West in the R1 Single-Family District, subject to the following conditions of approval:
  1. Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.
  2. All site improvements shall be completed by January 9, 2016, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
  3. The exterior materials of the existing dwelling and proposed addition shall be consistent on all sides.
  4. The handrails shall not exceed 3 feet in height or be more than 50 percent opaque.
  5. The finish of the porch shall match the finish of the dwelling or the trim on the dwelling.
  6. Raw or unfinished lumber shall not be permitted on an open front porch.
