1.   23 and 27 Washburn Ave S (BZZ #6262, Ward 7) (Robb Clarksen)
Staff report
Variance: Rob Eldridge, of Ridge Creek Custom Homes, has applied for a Variance to reduce the minimum lot area requirement from 6000 square feet to approximately 5380 square feet and the minimum lot width requirement from 50 feet to 40 feet to allow for the construction of a new single family dwelling on existing, nonconforming lots of record at 23 and 27 Washburn Ave S in the R1 Single-Family District and SH Shoreland Overlay District.
Recommended Motion: The Department of Community Planning and Economic Development – Planning Division recommends the Board of Adjustment adopt the findings and approve the variance to reduce the minimum lot area requirement from 6000 square feet to approximately 5397 square feet and the minimum lot width requirement from 50 feet to 40 feet to allow for the construction of a new single family dwelling on an existing, nonconforming lot of record at 23 Washburn Ave S, and
the Board of Adjustment adopt the findings and approve to reduce the minimum lot area requirement from 6000 square feet to approximately 5397 square feet and the minimum lot width requirement from 50 feet to 40 feet to allow for the construction of a new single family dwelling on an existing, nonconforming lot of record at 27 Washburn Ave S, where both properties are located in the R1 Single-Family Residential and the SH Shoreland Overlay District, subject to the following conditions of approval:
  1. The applicant shall provide a tree protection plan authored by a licensed arborist to assess the potential preservation of any mature trees (over 10” diameter at 4.5 feet above grade, on or offsite) which would likely be affected by the proposed development. CPED staff shall review the plan to ensure the existing tree canopy can be preserved to the extent that development of the site remains practical and consistent with surrounding properties.
  2. CPED staff shall review and approve the final site, landscaping, building and elevation plans prior to the issuance of building permits. 
  3. All site improvements shall be completed by October 24, 2015, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
2.   3440 Bloomington Ave S (BZZ #6254, Ward 9) (Shanna Sether)
Staff report
Variance: Denise Lunning, on behalf of Lunning-Koplin Corporation, has applied for a variance to reduce the north interior side yard setback from 5 feet to approximately 2.8 feet to allow for the construction of a rear addition to an existing sit-down restaurant located at 3440 Bloomington Ave S in the C1 Neighborhood Commercial District and SH Shoreland Overlay District.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the Board of Adjustment adopt staff findings and approve the variance to reduce the north interior side yard setback from 5 feet to approximately 2.8 feet to allow for the construction of a rear addition to an existing sit-down restaurant located at 3440 Bloomington Ave S in the C1 Neighborhood Commercial District and SH Shoreland Overlay District, subject to the following conditions of approval:
  1. The applicant shall provide windows, entries, recesses or projections, or other architectural elements, to avoid having blank, uninterrupted walls that exceed 25 feet on each elevation of the proposed addition.
  2. Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.
  3. All site improvements shall be completed by October 24, 2015, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
3.   4237 31st Ave S (BZZ #6246, Ward 12) (Chris Vrchota)
Staff report
Variance: Ryan Meyer of JRM Estates, Inc. has applied for a variance to reduce the required front yard setback along 31st Ave S from the setback established by connecting a line between the two adjacent dwellings to 29.59 feet to allow for the construction of a new two-story, single-family dwelling for the property located at 4237 31st Ave S in the R1A Single-Family Residence District.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the Board of Adjustment adoptthe findings and approve a variance to reduce the established front yard setback along 31st Ave S from the setback established by connecting a line between the two adjacent dwellings to 29.59 feet to allow for the construction of a new two-story, single-family dwelling, subject to the following conditions:
  1. The applicant shall apply to obtain necessary approvals for administrative site plan review.
  2. CPED staff review and approve the final site plan, building plans, and elevations. 
  3. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approval is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than October 24, 2015.
4.   5104 Drew Ave S (BZZ #6264, Ward 13) (Shanna Sether)
Staff report
Variance: Scott Campbell has applied for a variance to reduce the north interior side yard setback from 5 feet to approximately 3 feet to allow for the construction of a new detached garage accessory to an existing single-family dwelling located at 5104 Drew Ave S in the R1A Single-Family District.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the Board of Adjustment adopt staff findings and approve the variance to reduce the north interior side yard setback from 5 feet to approximately 3 feet to allow for the construction of a new detached garage accessory to an existing single-family dwelling located at 5104 Drew Ave S in the R1A Single-Family District, subject to the following conditions of approval:
  1. The exterior materials of the proposed garage shall be cedar shake to match the existing dwelling.
  2. Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.
  3. All site improvements shall be completed by October 24, 2015, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
