1.  137 East 17th Street (BZZ #5801, Ward: 6) (Hanauer) (Staff Report)
A. Variance: Gary Brummer has applied for a variance to reduce the minimum lot area from 10,500 square feet to 9,600 square feet (9.4%) to increase the number of dwelling units from 32 to 35 located within the existing apartment building at 137 East 17th Street.
Recommended Motion: The Department of Community Planning and Economic Development – Planning Division recommends that the Board of Adjustment adopt staff findings and approve the variance to reduce the minimum lot area from 10,500 square feet to 9,600 square feet (9.4%) to increase the number of dwelling units from 32 to 35 located within the existing apartment building at 137 17th Street East, subject to the following conditions of approval:
  1. Approval of the final site, floor and elevation plans by the Department of Community Planning and Economic Development – Planning Division.
  2. All site improvements shall be completed by October 25, 2014, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
B. Variance: Gary Brummer has applied for a variance to reduce the required number of off-street parking spaces from 3 spaces to 0 spaces, with 32 off-street parking spaces grandfathered at 137 East 17th Street.
Recommended Motion: The Department of Community Planning and Economic Development – Planning Division recommends that the Board of Adjustment adopt staff findings and approve the variance to reduce the required number of off-street parking spaces from 3 spaces to 0 spaces, with 32 off-street parking spaces grandfathered at 137 East 17th Street, subject to the following conditions of approval:
  1. Approval of the final site, floor and elevation plans by the Department of Community Planning and Economic Development – Planning Division.
  2. Bicycle racks shall be provided to accommodate no fewer than eight (8) bicycles on the property and shall meet the minimum requirements for short term bicycle parking. The bicycle parking may be located in the public right-of-way with permission of the city engineer.
2.  4944 Zenith Avenue South (BZZ #5795, Ward: 13) (Sether) (Staff Report)
Variance: Laura Orfield-Skrivseth of Orfield Design & Construction, Inc., on behalf of Andrew and Beth Norine, has applied for a variance to reduce the required front yard setback along Zenith Avenue South from the setback established by connecting a line between the two adjacent neighbors from approximately 28 feet 6 inches to approximately 23 feet 10 inches to allow for a second story addition to an existing single-family dwelling located at 4944 Zenith Avenue South in the R2B Two-Family District
Recommended Motion: The Department of Community Planning and Economic Development – Planning Division recommends that the Board of Adjustment adopt the findings above and approve the variance to reduce the required front yard setback along Zenith Avenue South from the setback established by connecting a line between the two adjacent neighbors from approximately 28 feet 6 inches to approximately 23 feet 10 inches to allow for a second story addition to an existing single-family dwelling located at 4944 Zenith Avenue South in the R2B Two-Family District, subject to the following conditions of approval:
