Introduction to the Public Hearing
1. 511 Groveland Ave (BZZ-5440, Ward 7) (Janelle Widmeier)
Variance: Application by Pat Scott, on behalf of Hennepin Avenue United Methodist Church, to amend a variance to allow text and images on an existing dynamic sign to scroll or be animated and to change more than once a day.
Recommended Motion: The Department of Community Planning and Economic Development – Planning Division recommends that the Zoning Board of Adjustment adopt the findings andapprovethe variance to allow text and images on an existing dynamic sign to scroll or be animated and to change more than once a day located at the property of 511 Groveland Ave, subject to the following condition:
1. The sign shall comply with the duration of messages and special effects provisions for dynamic signs as required by section 543.340 of the zoning code.
2. 2307 Milwaukee Avenue (BZZ-5432, Ward 2) (Aaron Hanauer)
Variance: Application by Pat Golliker, on behalf of Carol Carrier, for a variance to reduce the required rear yard setback from 5’ to 1’-6” to allow for a screened porch at 2307 Milwaukee Avenue in the R2B, Two-Family District.
Recommended Motion: The Department of Community Planning and Economic Development – Planning Division recommends that the Board of Adjustment adopt the findings and approve a variance to reduce the required rear yard setback from 5 feet to approximately 1 foot 6 inches to allow for a screened porch for the property located at 2307 Milwaukee Ave in the R2B Single-Family District, subject to the following conditions of approval:
1. CPED-Planning and all other applicable City departments review and approve the final plans.
2. Final proposal shall meet Minneapolis Zoning Code lot coverage and impervious surface requirements.

This item was continued from the October 27, November 17 and December 15 Board of Adjustment meetings.
Variance: The Tower Lofts Association (“Tower Lofts”) has appealed the determination of the Zoning Administrator that Tower Lofts, at 700 Washington Ave N, was in violation of the conditions (requiring a pedestrian walkway amenity through the site) of its planned unit development (BZZ 1647).
Recommended Motion: The Department of Community Planning and Economic Development – Planning Division recommends that the Board of Adjustment adopt the findings and denythe appeal of the decision of the zoning administrator’s determination that permanently restricting public access to the pedestrian walkway at 700 Washington Ave N is in violation of the terms of the approved planned unit development for land use application BZZ-1647.
Discussion of amendment to By-laws language to change meeting occurrence totwo meetings per month.
