OP 7935, accept low bid of Canon Solutions America, Inc., for an estimated expenditure of $5,789.00 per month / $208,404.00 over a period of three years, to furnish and deliver rental of a production color printer to the Document Solution Center.

4.   Restroom/Locker Room Renovations Bid:
OP 7913, accept low bid of Meisinger Construction Company for an estimated expenditure of $499,900.00 to furnish and deliver all labor, materials and incidentals necessary for construction of restroom/locker room at the Minneapolis Convention Center.

5.   COMPASS Financial System Upgrade:
Authorize contract with Sierra Systems Group, Inc. to provide financial system upgrade services as part of the Enterprise Resource Planning (ERP) Program, with a term through 2015 for an amount not-to-exceed $4,455,000 and customized indemnification terms.

6.   2014 Consolidated Plan:
Receive comments on the proposed 2014 Consolidated Plan, which is the City’s application to U.S. Department of Housing and Urban Development (HUD) for 2014 Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). This Consolidated Plan also updates the 2010-2014 Five-Year Strategy:
a) Approve Plan budget as amended to reflect the 2014 HUD appropriation which was announced by HUD on March 18, 2014;
b) Authorize submittal of Plan to HUD on May 15, 2014;
c) Receive & file comments and direct staff to record comments in the 2014 Consolidated Plan

7.   2014 HUD Housing Opportunities for Persons with AIDS (HOPWA) Grant Applications:
Approve funding from the City’s HOPWA grant to Metropolitan Council Housing & Redevelopment Authority, not to exceed $510,000, & Minnesota AIDS Project not to exceed $520,000 & authorize contracts with each to implement the grant (Also in W&M).

8.   Appropriation of NSP Funds:
Approve appropriation of NSP funds received from Minnesota Housing Finance Agency and Program Income generated by the City of Minneapolis: increasing CPED Federal Grants appropriation by $4,799,645.30 and CDBG and UDAG Fund by $37,148.29.

9.  Teen Pregnancy Prevention Grant:
a)     Authorize amendment to contract with Hennepin County to accept an additional $320,000, for a new contract total not to exceed $1,191,686, from a Federal Teen Pregnancy Prevention Grant; and
b)     Increase appropriation and revenue estimate by $320,000.

10. Byrne Criminal Justice Innovation Program Grant:
Authorize application to the US Department of Justice-Byrne Criminal Justice Innovation Program for up to $1,000,000 in grant funds over a 3-year period for a ‘Community Strategies’ approach to concentrated areas of crime in the Northside.

11. Major League Baseball All Star Game:
Approve Joint Powers Agreements to be signed by participating city, county and state agencies that are willing to provide public safety and security services to the City of Minneapolis related to the 2014 Major League Baseball All Star Game from Friday, July 11 through Wednesday, July 16, 2014.

12. Special Assessment Appeal Settlement:
a)    Authorize execution of the settlement of the special assessment appeal asserted by Jeffrey L. Strand and Kim Wm. Jeppesen and authorize a reduction of $484.95 on the assessment against the property located at 5100 Thomas Ave N;
b)    Amend Resolution 2014R-088 to reduce the total special assessments for the 51st Ave N Street Resurfacing Project to reflect the settlement; and
c)    Amend Resolution 2014R-089 to reduce the bond sale request for the resurfacing project.

13. Southwest Minneapolis Interceptor Rehabilitation Projects:
Authorize amendment to the Master Funding Agreement with the Metropolitan Council for the Southwest Minneapolis Interceptor Rehabilitation Projects to include Subordinate Funding Agreements for additional phases of the projects.

14. 4th St Ramp / 35W On-Ramp and Auxiliary Lane Project:
a)    Authorize execution of Amendment No. 1 to the Cooperative Agreement with Hennepin County to increase the City’s cost share in the project by $860,000, for a revised total cost share to the City of $2,960,000;
b)    Increase the appropriation for the project by $860,000 from the Permanent Improvement Fund balance;
c)    Direct Public Works and Finance staff to identify, through the normal 2014 project close-out process, a revenue source for the project to restore the advance from the Permanent Improvement Fund; and
d)    Approve resolution declaring the City’s intent to pay for the expenditures with tax-exempt bond proceeds.

15. Sidewalk Reconstruction Special Assessment Cancellation:
a)    Approve resolution canceling a sidewalk repair special assessment for the property located at 4845 4th Ave S due to full prepayment of the special assessment; and
b)    Authorize refund of principal and interested collected in the amount of $185.74.

16. Bids:
a)    OP 7919, Accept low bid of Thomas and Sons Construction, Inc., in the amount of $567,365.50, to complete the construction of the Penn Ave Phase 2 Street Reconstruction Project;
b)    OP 7927, Accept low bid of Cemstone Products Company, for an estimated annual expenditure of $1,588,550, to furnish and deliver Ready Mix Concrete through March 31, 2015; and
c)    OP 7934, Accept single bid of Carus Corporation, for an estimated annual expenditure of $375,000, to furnish and deliver Potassium Permanganate to the Water Treatment and Distribution Division.
