1.  29th St W Street Lighting Project (Bryant Ave S to Lyndale Ave S): Project approval and assessment (16-01226)

1.    Passage of Resolution ordering the work to proceed and adopting special assessments in the amount of $68,000 for the project.

2.    Passage of Resolution requesting the Board of Estimate and Taxation authorize the City’s issuance and sale of assessment bonds in the amount of $68,000 for the project.  (Refer to WM)

Action Taken:  Approved and referred to WM.

2.  Special Service Districts (Section 428A Districts): 2017 proposed services and service charges (16-01026)

Passage of Resolution:

1.    Approving the special services and the budget cost estimates in the lump sum total amount of $491,800 for 2017 for the following Special Service Districts established under Minnesota Statutes, Section 428A: Bloomington-Lake, Chicago-Lake, East Lake, Lyndale-Lake, 54th & Lyndale, and 50th and France Special Service Districts (SSDs).

2.    Approving service charges and the lists of service charges (assessments) in the lump sum total amount of $478,200 for 2017.

3.    Directing the transmittal of certified copies of the lists of service charges to the Hennepin County Auditor.

4.    Directing the City Engineer to proceed with the work.

3.  West Broadway Improvement Special Service District: 2017 proposed services and service charges (16-01027)

Passage of Resolution:

1.    Approving the special services and the budget cost estimates in the lump sum total amount of $110,000 for 2017.

2.    Approving service charges and the lists of service charges (assessments) in the lump sum total amount of $105,000 for 2017.

3.    Approving the 2017 Operating Plan and Budget for the West Broadway Improvement Special Service District.

4.    Directing the transmittal of certified copies of the lists of service charges to the Hennepin County Auditor.

5.    Directing the City Engineer to proceed with the work.

4.   Downtown Business Improvement Special Service District (DID): 2017 proposed services and service charges (16-01028)

Passage of Resolution:

1.    Approving the operating plan which includes special services and budget cost estimates in the lump sum total amount of $6,570,735.88 for 2017.

2.    Approving service charges and the lists of services charges (assessments) in the lump sum total amount of $6,570,735.88 for 2017.

3.    Directing the transmittal of certified copies of the lists of service charges to the Hennepin County Auditor.

4.    Directing the City Engineer to proceed with the work.

Action Taken:  Approved.

5.  50th St W & France Ave S Parking Facility (Ewing Municipal Parking Lot):  Operation and maintenance assessments (16-01029)

Passage of Resolution levying the special assessments, adopting the assessment roll, and directing the transmittal of a certified copy of the assessment roll to the Hennepin County Auditor.  (Refer to WM)

Action Taken:  Approved and referred to WM.

6.  54th & Lyndale Special Service District: 2016 Operating Plan and Budget amendments (16-01227)

Authorizing amendment to the 2016 Operating Plan and Budget for the 54th & Lyndale Special Service District.

Action Taken:  Approved.

7.  LynLake Municipal Parking Lots: Setting 2016-2017 Impact Fees (16-01228)

Approving impact fees for the LynLake Lots for the period Sept. 1, 2016, through Aug. 31, 2017, in the amount of $940 per stall for businesses that had licenses, permits, or City-approved plans to expand their businesses as of Sept. 1, 1998, and $1,885 per stall for new businesses.

Action Taken:  Approved.

8.  Agreement with University of Minnesota for traffic cameras and variable message signs (16-01229)

Authorizing an agreement with the University of Minnesota pertaining to the installation, operation, and maintenance of traffic cameras and variable message signs at signalized intersections and in the public right-of-way on or adjacent to the University of Minnesota campus.  (Refer to WM)

Action Taken:  Approved and referred to WM.

9.  Downtown Pedestrian Improvement Project: Amendment to contract for architectural historical review (16-01230)

Passage of Resolution authorizing an amendment to Contract No. 1001508 with the State of Minnesota Department of Transportation for the architectural historical review for the Downtown Pedestrian Improvement Project, extending the contract expiration date by 12 months and the project schedule by 18 months.

Action Taken:  Approved.

10. Nicollet Mall Reconstruction Project:  Contract amendment with James Corner Field Operations (16-01231)

Authorizing an amendment to Contract No. C-38648 with James Corner Field Operations (JCFO), extending the contract to Dec. 2018 and increasing the contract by $300,000 for continued landscape and urban design services related to the Nicollet Mall Reconstruction Project.  (Refer to WM)

Action Taken:  Approved and referred to WM.

11. 10th Ave Storm Tunnel Phase 3 Project: Contract amendment with PCiRoads, LLC (16-01232)

Authorizing Amendment No. 1 to Contract No. C-38760 (OP No. 7983) with PCiRoads, LLC for Construction Change Orders 1-3, increasing the contract by $224,620.26, for a revised contract total of $2,704,162.26, due to changed site conditions prior to the start of the original contracted work associated with the 10th Ave Storm Tunnel Phase 3 Project.  (Refer to WM)

Action Taken:  Approved and referred to WM.

12. Replacement Quit Claim Deeds: 2716 44th St and 2630 44th St W (16-01233)

Authorizing the execution of replacement Quit Claim Deeds for the properties located 2716 44th St and 2630 44th St W to the current fee title property owners.

Action Taken:  Approved.

13. 54th St W Reconstruction Project: Assessment reduction for 1501 54th St W (16-01234)

1.    Passage of Resolution amending Resolution 2016R-045 passed Feb. 12, 2016, to reduce the special assessments in the amount of $577,037 to $550,380 pursuant to legal settlement for the property located at 1501 54th St W.

2.    Passage of Resolution amending Resolution 2016R-046, passed Feb. 12, 2016, to reduce the amount of the bond request from $577,040 to $550,380 to reflect the assessment reduction.  (Refer to WM)

14. Nicollet-Central Modern Streetcar Project: Vendor name change on professional services contract (16-01245)

Authorizing an amendment to the City Council action passed Aug. 19, 2016, to change the vendor name on a professional services contract for the Nicollet-Central Modern Streetcar Project from AECOM to URS.  (Refer to WM)

Action Taken:  Approved and referred to WM.

15. Street Café Pilot Program (16-01216)

1.    Receiving the 2017-2018 Street Café Pilot Program and Street Café Supplement to the Parklet Application Manual.

Action Taken: Received and filed and referred to CDRS.

2.    Approving a waiver of parking meter hooding fees for the first year of street cafes that start in the 2017 and 2018 pilot program.  (Refer to CDRS)

16. Bid for Lyndale Ave Gate Valve Chamber Rehabilitation Project (16-01235)

Accepting low bid of PCiRoads, LLC (OP No. 8312) in the amount of $681,700 to furnish and deliver all labor, materials, and incidentals necessary for the construction of the Lyndale Avenue Gate Valve Chamber Rehabilitation Project for the Public Works Water Treatment and Distribution Division, and authorizing a contract for the project.  (Refer to WM)

17. Bid for Revised Signal Systems and Pedestrian Curb Ramp Improvements Project (16-01236)

Accepting low bid of Ti-Zack Concrete, Inc. (OP No. 8317) in the amount of $1,967,870.95 to furnish and deliver all labor, materials, and incidentals necessary for the Revised Signal Systems and Pedestrian Curb Ramp Improvements Project for the Public Works Traffic and Parking Services Division, and authorizing a contract for the project.  (Refer to WM)

18. Bid for 10th Ave Storm Tunnel Repairs Phase IV Project (16-01237)

Accepting low bid of Engineering and Construction Innovations, Inc. (OP No. 8327) in the amount of $3,969,774 to furnish and deliver all labor, materials, and incidentals necessary for the construction of the 10th Ave Storm Tunnel Repairs Phase IV Project for the Public Works Surface Water and Sewers Division, and authorizing a contract for the project.  (Refer to WM)
