Public Works

1.  2015 Levy of various Public Works Department special assessments (15-01395)

Passage of Resolution approving levy of various 2015 Public Works Department special assessments and adopting the assessment rolls.

Action Taken:  Approved.

2.  2016 Uniform Assessment Rates (15-01394)

Passage of Resolution establishing the 2016 construction, street renovation, street resurfacing, and alley construction and resurfacing Uniform Assessment Rates.

Action Taken:  Approved.

3.  Northern Tributary to 35W North Tunnel Modeling Project: MWMO funding agreement (15-01412)

Authorizing execution of a funding agreement with the Mississippi Watershed Management Organization (MWMO) for the Northern Tributary to 35W North Tunnel Modeling Project.  Funding will be provided by MWMO in an amount not to exceed $99,750.  (Refer to W&M)

Action Taken:  Approved.

4.  North Region Watershed Modeling Project: MWMO funding agreement(15-01413)

Authorizing execution of a funding agreement with the Mississippi Watershed Management Organization (MWMO) for the North Region Watershed Modeling Project.  Funding will be provided by MWMO in an amount not to exceed $155, 619.  (Refer to W&M)

Action Taken:  Approved.

5.  Solid Waste and Recycling Services: Commercial pricing structure change (15-01414)

Approving Commercial Pricing Structure change for Solid Waste and Recycling Services.

Action Taken:  Approved.

6.  Prioritized Bridge Replacement List (15-01415)

Passage of Resolution establishing a Prioritized Bridge Replacement List to allow bridge projects to be eligible for state funding.

Action Taken:  Approved.

7.  7th St N Street Reconstruction Project:  Variance request (15-01416)

Passage of Resolution requesting a variance from Minnesota Department of Transportation (MnDOT) State Aid Operations Rules for the horizontal profile on 7th St N from 1st Ave N to 2nd Ave N.

Action Taken:  Approved.

8.  38th St E Street Reconstruction (38th St E between Hiawatha Ave and Minnehaha Ave): Project designation and setting public hearing (15-01393)

1.    Passage of Resolution designating the location, streets, and improvements proposed to be made in the project.

2.    Adopting report receiving the cost estimate of $2,025,000, directing preparation of proposed special assessments against the list of benefited properties, and setting a public hearing for January 19, 2016.

3.    Passage of Resolution establishing parking restrictions on 38th St E between Hiawatha Ave and Minnehaha Ave.

Action Taken:  Approved.

9.  3rd Ave S Redesign Project (1st St S to 16th St S): Variance request (15-01417)

Passage of Resolution requesting a variance from Minnesota Department of Transportation (MnDOT) State Aid Operations Rules for the reconfiguration of 3rd Ave S between Washington Ave and 3rd St S.

Action Taken:  Approved.

10. Nicollet Mall Public Art: Agreement amendments (15-01418)

Authorizing corrections to the previously approved amendments for Nicollet Mall Public Art as follows:

1.    Blessing Hancock, Skyrim Studio, Arizona, Series of Suspended Lanterns, $225,000.

2.    Tristan Al-Haddad, Formations Studio, Georgia, Design a Key Feature, $200,000.  (Refer to W&M)

Action Taken:  Approved.

11. Bid for liquid carbon dioxide (15-01419)

Accepting low bid of Poet Ethanol Products, LLC (OP No. 8163) for an estimated annual expenditure of $200,000 to furnish and deliver liquid carbon dioxide for the Water Treatment and Distribution Division through October 31, 2016, and authorizing a contract for the services.  (Refer to W&M)

Action Taken:  Approved.

12. Bid for Columbia Heights Mixing Chambers Hallway Painting Project (15-01420)

Accepting low bid of Finishing Touch Plus (OP No. 8180) in the amount of $195,351 to furnish and deliver all labor, materials, and incidentals necessary for the Columbia Heights Mixing Chambers Hallway Painting Project for the Water Treatment and Distribution Division, and authorizing a contract for the project.  (Refer to W&M)

Action Taken:  Approved.

13. Bid for automated meter reading equipment (15-01424)

Accepting single bid of Itron, Inc. (OP No. 8184) for an estimated annual expenditure of $600,000 to furnish and deliver radio frequency-based automated meter reading equipment to the Water Treatment and Distribution Division, and authorizing a contract for the service.  (Refer to W&M)

Action Taken:  Approved.

Public Works

14. W 29th St Street Reconstruction Project: Layout and easements (15-01421)

1.    Approving the layout for the reconstruction of W 29th St from Bryant Ave S to Lyndale Ave S.

2.    Authorizing the negotiation and execution of easements with private property owners to secure additional right-of-way, if necessary.

Action Taken:  Approved.

15. Impound Lot Improvement Project (15-01422)

1.    Approving Concept Plan (Attachment 5) as the preferred approach that reduces the Impound Lot size and shifts it easterly.

2.    Authorizing Public Works and Finance and Property Services Department staff to proceed with project implementation for reducing/modifying the Impound Lot and the Impound Lot building improvements.  (Refer to W&M)

Action Taken:  Approved.

16. Car Sharing Pilot Program: Update (15-01423)

Receiving and filing update on the Car Sharing On-Street Pilot Program and next steps.

Action Taken:  Received and filed.

17. Rail Safety Resolution (15-01363)

Passage of Resolution urging legislation to enhance freight rail safety.  (Refer to IGR)

Action Taken:  Approved revised resolution.
