Public Hearings
1.   2nd St N, 21st, 30th and 33rd Ave N, 42nd Ave S, Bloomington Ave S & MN-62 Frontage Rd Street Resurfacing Project (15-00247)
a)   Approving amendment to Resolution 2015R-040 to delete 2nd St N between 24th Ave N and 26th Ave N from the streets to be improved in the project;
b)   Cancelling the previously proposed assessments to properties on 2nd St N, between 24th and 26th Ave, that abut pavement that will not be resurfaced;
c)   Directing the City Engineer to return to Committee with revised assessment values for 2nd St N based on a proportion of the Uniform Assessment Rate that is equal to the percentage of roadway surface that will be resurfaced; and
d)   Continuing the public hearing to March 24, 2015. 
Action Taken: Approved parts (a), (b), and (c).  Project Approval and Assessment Public Hearing continued to March 24, 2015.
2.   9th St S, 11th St N-S, 12th St N-S, and 7th Ave N Street Resurfacing Project (15-00248)
a)   Approving resolution ordering the work to proceed and adopting special assessments in the amount of $666,841.82 for the project; and
b)   Approving resolution requesting the Board of Estimate and Taxation to authorize the City’s issuance and sale of assessment bonds in the amount of $666,845 for the project. (Refer to W&M)
Action Taken: Approved.
Consent
3.   6th Ave N Paving Project (15-00249)
a)   Approving the project layout for the reconstruction of 6th Ave N from 5th St to the dead-end north of Washington Ave; and
b)   Authorizing negotiation with private property owners to acquire and execute easements and additional right-of-way, if necessary.
Action Taken: Approved.
4.   26th Ave N Street Renovation Project (15-00250)
a)   Approving resolution designating the location and improvements proposed to be made in the 26th Ave N Street Renovation Project (Theodore Wirth Pkwy to W Broadway Ave) (Lyndale Ave N to 2nd St N);
b)   Receiving the cost estimate of $3,435,000; directing the City Engineer to prepare proposed special assessments against the list of benefited properties; and setting a public hearing to be held on April 21, 2015, to consider the proposed assessments and the abandonment and removal of areaways in conflict with the project; and
c)   Approving resolutions combining the 2014 and 2015 adopted appropriations, funding sources, and bonding authority for the two approved 26th Ave N Projects to allow for design, cost management, construction phasing, and bidding as one large project.  (Refer to W&M)
Action Taken: Approved.
5.   2015 Northern Lights Express Membership Fees (15-00251)
Authorizing $9,750 to be expended from the Public Works Operating Budget to allow 2015 City of Minneapolis participation in the Minneapolis-Duluth/Superior Passenger Rail Alliance Board for the development of the Northern Lights Express (NLX). (Refer to W&M)
Action Taken: Approved.
6.   Innovative Graffiti Prevention Micro Grant Project Contract Amendment (15-00252)
Authorizing amendment to the contract with the Kingfield Neighborhood Association (KFNA) extending the expiration date to September 30, 2015, to for allow completion of the Innovative Graffiti Prevention Micro Grant Project.
Action Taken: Approved.
7.   Transfer Station Operation Services (15-00253)
Authorizing negotiation and execution of an amendment to the contract with Waste Management, Inc. to allow for two (2) one-year extensions to the term of the contract for Transfer Station Operation Services. (Refer to W&M)
Action Taken: Approved.
8.   Skyway Agreement (15-00254)
Authorizing second amendment to the Agreement for Skyway Construction, Financing, Management/Maintenance and Easements for the purpose of clarifying and memorializing operational and security processes of the skyway link at the 7th Street TAD Garage to LaSalle Plaza. (Refer to W&M)
Action Taken: Approved.
9.   Minnesota Clean Water Land & Legacy Grant (15-00255)
a)   Authorizing negotiation and execution of an agreement with Minnesota Board of Water and Soil Resources to accept a grant of $399,425 to be used for Lake Nokomis Area Private Stormwater Management Practices; and
b)   Increasing the appropriation and revenue for the project by $399,425. (Refer to W&M)
Action Taken: Approved.
10. Draft 2040 Water Resources Policy Plan (15-00256)
Approving comments pertaining to the Metropolitan Council Draft 2040 Water Resources Policy Plan and directing the submittal of the comments to the Metropolitan Council by the end of the 45-day comment period (March 20, 2015).
Action Taken: Approved.
11. Public Artwork on Nicollet Mall (15-00257)
Approving the following city-owned artwork to be retained on Nicollet Mall, as recommended by the Public Art Advisory Panel and the Minneapolis Arts Commission:
Action Taken: Approved, as amended, to direct staff to determine the feasibility of relocating Great Blue Heron, Loon and Sage Grouse Fountain to a location in North Mississippi Regional Park. Staff is directed to report on the issues involved with this potential relocation to the Public Art Advisory Panel, Minneapolis Arts Commission, and City Council by June 30, 2015.
12. Bids:
a) (15-00258) OP 8047, Accepting low bid of Lametti and Sons, Inc., in the amount of $593,700, for a surge chamber at St. Mary’s Tunnel;
b) (15-00259) OP 8048, Accepting low bid of Kraemer North America, LLC, for an estimated expenditure of $814,240.38, for the construction of the Burnham Road Bridge;
c) (15-00260) OP 8050, Accepting low bid of Premier Electrical Corporation, in the amount of $1,034,620, for signal system revisions and curb ramp improvements;
d) (15-00261) OP 8055, Accepting low bid of American Liberty Construction, Inc., for an estimated expenditure of $68,600, for the construction of a lime silo walkway for the Water Treatment and Distribution Division; and
e) (15-00262) OP 8072, Accepting low bid of Waste Management of Minnesota, Inc., for an estimated annual expenditure of $500,000, for the hauling and disposal of unregulated fill.
