1.   Right-of-Way and Street Use Permits Ordinance Amendments:
a)   Amending Title 5, Chapter 91 of the Minneapolis Code of Ordinances relating to Building Code: Permit Fees, clarifying in connection with amendments to the right-of-way chapter that street use permits referred to in the building code are a form of obstruction permit; and
b)   Amending Title 17, Chapter 430 of the Minneapolis Code of Ordinances relating to Streets and Sidewalks: Right-of-Way Permits setting out specific permit requirements for dumpsters and storage containers obstructing the public right-of-way.

2.   2015 Uniform Assessment Rates:
Approving 2015 street construction, street renovation, street resurfacing, and alley construction and resurfacing Uniform Assessment Rates.

3.   Capital Project Close-Outs:
a)   Closing various Capital Projects and Programs;
b)   Adjusting capital appropriations to reflect the project close-outs;
c)   Reallocating resources to other capital projects; and
d)   Requesting concurrence of the Board of Estimate and Taxation in the reallocation of already issued Net Debt Bonds and Sanitary Sewer Bonds. (Refer to W&M)

4.   24th St E and Snelling Ave Street Reconstruction and Street Lighting Project:
a)    Approving amendment to the 2014 Adopted Capital Budget to establish the 24th St E and Snelling Ave Paving Project and increasing appropriation and revenue for the project by $1,100,000 from Metropolitan Council Livable Communities Demonstration Account Grant funds and $652,000 from special assessments;
b)    Approving resolution designating the location and improvements proposed to be made in the project;
c)    Receiving the cost estimate of $1,400,000 for the reconstruction portion of the project and $115,000 for the street lighting portion of the project, the list of benefited properties, and directing the City Engineer to prepare proposed special assessments against the benefited properties;
d)  Authorizing negotiation with private property owners, as necessary, to acquire and execute easement agreements; and
e)    Setting a public hearing to be held on January 20, 2015. (Refer to W&M)

5.   Toltz King Duvall Anderson Contract Amendment:
Authorizing extension of expiration of the Master Contract with TKDA (Toltz King Duvall Anderson) for parking ramp/skyway mechanical and electrical improvement projects as follows:
a)   Extending Scope 10 to June 30, 2015; and
b)   Extending Scope 11 to September 1, 2015. (Refer to W&M)

6.   Street Resurfacing Special Assessment Appeal:
a)    Approving settlement and authorizing execution of documents necessary to effectuate settlement of special assessment appeal asserted by NearCo IV, LLC and authorizing reduction of special assessment at 409 W Broadway to $5,250 and at 1912 4th St N to $1,750;
b)    Reducing the adopted and assessed special assessments for the project; and
c)     Reducing the bond sale request for the project.  (Refer to W&M)

7.   Nicollet-Modern Streetcar Project:
Authorizing extension of the term of the Master Funding Agreement with the Metropolitan Council for the Nicollet-Central Modern Streetcar Project from December 31, 2014, to December 31, 2015. (Refer to W&M)

8.   Holidazzle Village - Minneapolis Holiday Market:
Approving application for a large block event to operate outside the requirements set forth in Ordinance.

9.   54th St W Street Reconstruction Project (Penn Ave S to Lyndale Ave S):
Approving resolution directing the City Engineer to proceed with a formal request for variance from MnDOT State Aid Rules for the vertical profile on 54th St W from Fremont Ave S to Girard Ave S.

10. Minnehaha Ave Street Reconstruction Project
a)    Approving resolution designating the location and improvements proposed to be made in the project;
b)    Receiving the cost estimate of $14,400,000, the list of benefited properties, and directing the City Engineer to prepare proposed special assessments against the benefited properties;
c)    Setting a public hearing to be held on January 20, 2015; and
d)    Authorizing negotiation of a Construction Cooperative Agreement with Hennepin County to be brought before Council for ratification upon review by the City Attorney’s Office.

11. Nawadaha Blvd and Minnehaha Ave Street Reconstruction Project:
a)    Approving resolution designating the location and improvements proposed to be made in the project;
b)    Receiving the cost estimate of $2,000,000, the list of benefited properties, and directing the City Engineer to prepare proposed special assessments against the benefited properties; and
c)    Setting a public hearing to be held on January 20, 2015.

12. Critical Parking Area Denial:
Denying the following requests for Critical Parking Areas in accordance with staff findings:
a)    42nd Ave, from 46th St E to Nawadaha Blvd (even side only); and
b)    Nawadaha Blvd, from Minnehaha Ave to 42nd Ave S (south side only).

13. Metro Transit C Line Arterial BRT Project:
Approving resolution supporting Metro Transit’s “C” Line Arterial Bus Rapid Transit (ABRT) Project along Penn Ave N.

14. Bids:
a)    OP 8012, Accepting single bid of Gene’s Water and Sewer, for an estimated annual expenditure of $175,000, for private water service valve relocates, disconnects, and curb stop repairs; and
b)    OP 8017, Accepting low bid of Infrastructure Technologies, Inc., for an estimated expenditure of $364,549.26, for small diameter sanitary sewer system cleaning.
