Consent
1.   Nongovernmental Tax Exempt Parcel Street Light Operations Fee Assessment:
a)     Designate the City-wide street light operations fee assessment against properties exempt from ad valorem taxation; and
b)     Set a public hearing to be held on November 10, 2014.

3.   15th & 16th Ave S Bridges Over Midtown Greenway Rehabilitation Project:
Authorize increase to the contract with LS Black Contractors, Inc. by $178,674.54, for a revised contract total of $2,006,024.23, to allow payment for additional work performed as part of the federal project. Funds are available within the existing project budget and no additional appropriation is required.

4.   GreenCorps Host Site Agreement:
Authorize execution of an agreement with the Minnesota Pollution Control Agency for Solid Waste & Recycling and Property Services to host a GreenCorps member for the 2014-2015 program year.  (Refer to W&M)

5.   Government Center Parking Ramp Roof Replacement Project:
Authorize increase to the contract with Berwald Roofing Company by $3,674.12, for a revised contract total of $57,467.12, to allow for work not included in the original scope of the project. Funds are available within the existing project budget and no additional appropriation is required. (Refer to W&M)

6.   MCES Municipal Infiltration/Inflow Grant Application:
Authorize Public Works to apply for grant funding and negotiate a grant agreement with Metropolitan Council Environmental Services (MCES) Municipal Infiltration/Inflow Grant Program for reimbursement of expenses for CIPP (cured-in-place pipe) lining and repairs of existing sewers.

7.   Zombie Pub Crawl Block Event:

Approve application for a large block event to be held on October 11, 2014, to operate outside the timeframe allowed under ordinance.

8.   Bids:
a)     OP 7978, Accept low bid of Insituform Technologies USA, LLC, for an estimated expenditure of $1,087,003, for the installation of large diameter cured-in-place pipe for the Public Works Sewer Construction Division; and
b)     OP 7979, Accept low bid of Vortech HydroVac, for an estimated expenditure of $168,400, for storm sewer system cleaning for the Sewer Construction Division.

9. Block Event Regulations:
Subject matter of an ordinance amending Title 17, Chapter 455 of the Minneapolis Code of Ordinances relating to Streets and Sidewalks: Block Events, reforming and streamlining block event conditions and restrictions to increase permit attainability and compliance. (Bender)

10. On-Street Parking Mobile Payment System:
Authorize the proper City officers to negotiate with Parkmobile USA, Inc. to provide a mobile phone payment system for on-street parking in the City.

11. South Metro Mississippi River Total Suspended Solids Total Maximum Daily Load:

Authorize the City Attorney to withdraw a Petition for a Contested Case Hearing to the Minnesota Pollution Control Agency concerning the South Metro Mississippi River total Suspended Solids (TSS) Total Maximum Daily Load (TMDL).

12. North Minneapolis Greenway Outreach:
Authorize execution of up to $100,000 in subgrant agreements with the Alliance for Metropolitan Stability for outreach related to the North Minneapolis Greenway initiative. (Also in HE&CE and W&M)
