Public Hearings
1.   Downtown Business Improvement Special Service District (DID):
a)     Approve the operating plan which includes special services and budget cost estimates in the lump sum total amount of $6,184,025 for 2015;
b)     Approve service charges and the lists of service charges (assessments) in the lump sum total amount of $6,184,034 for 2015;
c)     Direct the transmittal of certified copies of the lists of service charges to the Hennepin County Auditor; and
d)     Direct the City Engineer to proceed with the work.

2.   Bloomington-Lake, Chicago-Lake, East Lake, Lyndale-Lake, and 54th & Lyndale Special Service Districts (428A Districts):
a)     Approve the special services and budget cost estimates in the lump sum total amount of $329,930 for 2015;
b)     Approve service charges and the lists of service charges (assessments) in the lump sum total amount of $265,498 for 2015;
c)     Direct the transmittal of certified copies of the lists of service charges to the Hennepin County Auditor; and
d)     Direct the City Engineer to proceed with the work.

3.   West Broadway Improvement Special Service District:
a)     Approve proposed Operating Plan which includes special services and budget cost estimates in the lump sum total amount of $135,440 for 2015;
b)     Approve service charges and the lists of service charges (assessments) in the lump sum total amount of $103,796 for 2015;
c)     Direct the transmittal of certified copies of the lists of service charges to the Hennepin County Auditor;
d)     Direct the City Engineer to proceed with the work; and
e)     Approve the terms of a Professional Services Agreement with the West Broadway Business and Area Coalition to serve as the District Management Entity.

4.   Ewing Municipal Parking Lot (50th St W and France Ave S):
Approve resolution adopting and levying special assessments in the total amount of $60,973.21 for operation and maintenance costs for the Ewing Municipal Parking Lot, adopt the assessment roll, and direct the transmittal of the assessment roll to the Hennepin County Auditor. (Refer to W&M)

5.   8th St SE Street Reconstruction and Street Lighting Projects:
a)     Order the City Engineer to proceed with the work and adopt special assessments in the amount of $43,970.38 for the 8th St SE Street Reconstruction Project and $36,623.03 for the Street Lighting Improvement Project;
b)     Request the Board of Estimate and Taxation to authorize the City’s issuance and sale of assessment bonds in the amount of $43,970 for the Reconstruction Project and $36,625 for the Lighting Project; and
c)     Order the City Engineer to abandon and remove areaways located in the public right-of-way in conflict with the project. (Refer to W&M)

6.   LaSalle Ave Street Reconstruction Project:
a)     Approve the project layout for the reconstruction of LaSalle Ave between 12th St S and 8th St S; and
b)     Authorize Public Works to negotiate with private property owners to acquire and execute easements and additional right-of-way, if necessary.

7.   Sanitary Sewer Service Availability Charges:
Set a public hearing to be held on October 21, 2014, to consider proposed assessments for Sanitary Sewer Service Availability Charges (SAC) that remain unpaid.

8.   Special Service Districts:
Set a public hearing for October 7, 2014, to consider proposed services and service charges for 2015 for the Uptown (Hennepin-Lake), Dinkytown, Central Ave, Stadium Village, Nicollet Ave S, S Hennepin Ave, 48th St E and Chicago Ave S, and Linden Hills (43rd St W and Upton Ave S) Special Service Districts.

9.   Southwest Minneapolis Interceptor Rehabilitation Project:
Authorize execution of Amendment No. 1 to the Subordinate Funding Agreement with the Metropolitan Council Environmental Services for the Southwest Minneapolis Interceptor Rehabilitation Project, increasing the maximum reimbursement amount to the City to $159,578 for additional work completed by Public Works. (Refer to W&M)

10. Professional Services Contract:
Authorize execution of an agreement with Sebesta, Inc. for electrical engineering services for two electrical improvement projects at the Fridley Water Treatment Campus.

11. Public Sidewalk Replacement:
a) Authorize the repair of sidewalk panel and curb and gutter damage caused by the June 14, 2014 storms without assessing abutting property owners; and
b) Approve resolution supporting the replacement of sidewalks, curbs and gutters damaged by storms and other natural disasters at no expense to abutting property owners. (Refer to W&M)

12. Bids:
a)     OP 7982, Accept low responsive bid of Terra General Contractors, LLC in the amount of $280,905, for the Hiawatha Maintenance Facility Liquid AC Tank Project; and
b)     OP 7989, Accept low bid of Zahl Petroleum Maintenance in the amount of $49,298 for the abandonment of three 30,000 gallon fuel oil underground storage tanks for the Water Treatment and Distribution Division;
c)    OP 7983, Accept low bid of PCI Roads in the amount of $2,479,542 for 10th Ave Storm Tunnel Repairs-Phase 3. (Refer to W&M)

Discussion
13. Metropolitan Council Draft 2040 Transportation Policy Plan Comments:
Approve comments regarding the Metropolitan Council Draft 2040 Transportation Policy Plan (TPP) and direct staff to submit the comments to the Metropolitan Council by the end of the 45-day comment period (October 1, 2014).

      Action Taken:  Approved.  Staff directed to include the following comments on the Draft 2040 Transportation Policy Plan in the submittal to the Metropolitan Council:

      ·        The purple line running along Emerson and Fremont Avenues N in Minneapolis should be widened to also include Humboldt and Irving Avenues N.

      ·        The green line that runs along Lowry Ave N should be widened to include adjacent streets as far north and south as 27th Ave NE to 22nd Ave NE.

Further directing staff to include a comment requesting further discussion with Met Council staff regarding the possibility of making the following additions to the Regional Bicycle Transportation Network so long as these additions would not result in other corridors being removed from the Regional Bicycle Transportation Network.  Given the high bicycling demand in Minneapolis, greater density of the network may be justified.
·        Adding a purple line along Dunwoody Blvd from Hennepin Ave and I-94 to connect to the proposed Van White Blvd Green Line Extension Station and then extending north along the trails to Plymouth Ave.
·        The purple line along the Mississippi River Trail along Marshall St NE should be extended to connect to the Dinkytown Greenway and E River Rd.
·        Adding a purple line (alignment undetermined) to the Hennepin Ave Bridge and connecting to the green line along 5th St NE.
·        Adding a purple line (alignment undetermined) that includes Marquette to 3rd Ave S in downtown.
14. Promoting Equity Through and Around Improved Transit Service:

15. Hennepin-Lyndale Corridor Reconstruction Project:
Approve project roadway layout for the reconstruction of the Hennepin-Lyndale Corridor between Franklin Ave W and Dunwoody Blvd.
