Consent
1.   Downtown Business Improvement Special Service District:
Set a public hearing for September 9, 2014, to consider the proposed services and service charges for 2015 for the Downtown Business Improvement Special Service District.

2.   Special Service Districts:
Set a public hearing for September 9, 2014, to consider proposed services and services charges for 2015 for the Bloomington-Lake, Chicago-Lake, East Lake, Lyndale-Lake, 54th & Lyndale, and W Broadway Improvement Special Service Districts (428A Districts).

3.   Ewing Municipal Parking Facility:
Set a public hearing for September 9, 2014, to consider proposed assessments in the amount of $60,973.16 for the 2013 operation and maintenance costs for the Ewing Municipal Parking Facility (located at 50th St W and France Ave S).

4.   Skyway Construction Agreement Amendment:
Authorize execution of a second amendment to the Agreement for Skyway Construction, Operation, Maintenance, and Easements relating to skyway connection to the 900 and 1000 Nicollet Mall buildings in order to allow The 9’s, located at 917-927 Nicollet Mall, to connect to the existing skyway system.

5.   LynLake Municipal Parking Lots:
Set impact fees for the LynLake Municipal Parking  Lots for the period September 1, 2014 through August 31, 2015 at $940 per stall for businesses that had licenses, permits, or City-approved plans to expand their businesses prior to September 1, 1998, and $1,885 per stall for new businesses.

6.   W 36th St Bikeway Project:
a)     Accept grant of $55,450 from Hennepin County Bicycle Improvement Funds to cover 50% of the cost for the W 36th St Bikeway Project;
b)     Authorize execution of a Cooperative Agreement with Hennepin County; and
c)     Amend the 2014 Adopted Capital Budget to establish the W 36th St Bikeway Project and increase the appropriation for the project by $55,450 from the grant, and $55,450 matching funds from PW-Capital Improvements Fund. (Refer to W&M)

7.   St. Anthony Parkway Bridge:
Approve resolution authorizing execution of an Interagency Agreement with the Minnesota Department of Transportation for participation in a force account and advance construction for the St. Anthony Parkway Bridge over the BNSF Northtown Yard.

8.   Minneapolis Bicycle Coalition "Nicollet Avenue Open Streets" (Lake St to 46th St):
Approve application for a large block event to be held September 14, 2014, to operate outside the requirements set forth in Section 455.30(g) of the Code.

9.   Nicollet Mall Construction Management Services:
Authorize issuance of an RFP to solicit proposals from qualified vendors for construction management for the Nicollet Mall Redesign and Reconstruction Project.

10.   Bids:
a)     OP 7947, Accept low bid of Trane US, Inc., for an estimated expenditure of $377,500, for the Skyway Air Handler Unit Replacement Project; and
b)     OP 7973, Accept low bid of Killmer Electric Company, Inc., for an estimated expenditure of $517,812, for the Hiawatha LRT Trail Lighting Project. (Refer to W&M)
