Consent
1.   Burroughs N Area and Dupont Ave S Street Resurfacing Project:
a)   Approve Resolution designating the location and improvements proposed to be made in the project;
b)   Receive the cost estimate of $1,400,222, the list of benefited properties, and direct the City Engineer to prepare proposed special assessments against the benefited properties; and
c)   Set a public hearing to be held on April 1, 2014.

2.   Johnson St NE, 10th and 11th Aves SE Street Resurfacing Project:
a)   Approve Resolution designating the location and improvements proposed to be made in the project;
b)   Receive the cost estimate of $202,864, the list of benefited properties, and direct the City Engineer to prepare proposed special assessments against the benefited properties; and
c)   Set a public hearing to be held on April 1, 2014.

3.   Franklin Ave Bridge Rehabilitation:
Approve the project layout for the rehabilitation of the historic Cappelen Memorial Bridge (Franklin Ave over the Mississippi River) and full bridge closure for up to 4 months.

Action Taken:  Approved.  Public Works staff directed to work with Hennepin County staff and the Minneapolis Bicycle Advisory Committee to develop a safe and convenient connection for eastbound bicyclists on Franklin Ave to the bike lanes on northbound 27th Ave SE.

 
4.   Toltz King Duvall Anderson (TKDA) Contract Amendment:
a)   Extend expiration date of TKDA Consultant Pool Scope 9 to April 30, 2014 for design and construction management services for electric car charging stations at multiple parking ramps;
b)   Extend expiration date of TKDA Consultant Pool Scope 10 to December 31, 2014 for design and construction management services for the replacement of air handler units at the 11th & Marquette Ramp Skyways; and
c)   Extend expiration date of TKDA Consultant Pool Scope 11 to December 31, 2014 for design and construction management services for the ABC Ramp Building Automation Controller Replacement Project.

5.   2014 Downtown Minneapolis TMO Grant Agreements:
a)   Authorize execution of a Metropolitan Council Pass-Through Grant Agreement to provide up to $407,873 in federal grant funding for Transportation Demand Management (TDM) projects for the period of January 1, 2014 through December 31, 2014;
b)   Authorize execution of an extension to the City Agreement with the Downtown Minneapolis Transportation Management Organization (TMO) to perform specific work outlined in the Met Council contract providing for the federal grant funding; and
c)   Approve increasing the appropriation and revenue in Traffic Capital Grant Fund by $407,873.

6.   Parking Control and Security Automation Project - Federal Courthouse Ramp:
Approve increase to the contract with Harstad Company, Inc. by $24,431.73 to allow for change order items associated with the Parking Control and Security Automation Project at the Federal Courthouse Ramp.

7.   Government Center Ramp Expansion Joint Project:
Approve increase to the contract with A&M Construction by $2,452.81 to allow for change order items associated with the Government Center Ramp Expansion Joint Project.

8.   Bids:
a)   OP7886, Accept low bid of Berwald Roofing Company, Inc., for an estimated expenditure of $53,793, for the Government Center Parking Ramp Roof Replacement Project; and
b)   OP 7891, Accept low bid of Global Specialty Contractors, Inc., for an estimated expenditure of $393,630.16, for the Fridley Softening Plant Basement Rehabilitation Project.

9.   Washington Ave Reconstruction Project:
      a) Approve resolution approving Hennepin County Transportation Department’s Layout 3 for Washington Ave Reconstruction from Hennepin Ave to 5th Ave S, and the Concept Plan for Washington Ave from 5th Ave S to I-35W dated January 30, 2014; and
      b) Approve resolution supporting a formal request submitted by Hennepin County Transportation Department for a variance from Minnesota State Aid Rules for travel lane width for the full length of the Washington Ave Reconstruction Project.

Action Taken:  Approved.  Public Works staff directed to work with Hennepin County staff and the Minneapolis Pedestrian Advisory Committee and Bicycle Advisory Committee on detailed designs for the Washington Ave bicycle and pedestrian space including, but not limited to:

·        Interactions between protected bikeway and bus stops

·        Intersection safety improvements including striping, signalization and signage

·        Green space elements

 
10.  Bus Stop Shelter Franchise Agreement and Future Direction:
       Receive and file status update on Bus Stop Shelter Franchise, following presentation.
