Consent
1.   5th St N, 8th Ave N, & 5th Ave N; and 58th St E & MN-62 Frontage Rd S Street Resurfacing:
a)   Passage of Resolution designating the location and improvements proposed to be made in the projects;
b)   Receive the cost estimate of $569,681, the list of benefited properties, and direct the City Engineer to prepare proposed special assessments against the benefited properties; and
c)   Set a public hearing to be held on March 18, 2014.

2.   Loring Park Area and South North Loop Area Street Resurfacing Projects:
a)   Passage of Resolution designating the location and improvements proposed to be made in the projects;
b)   Receive the cost estimate of $748,454, the list of benefited properties, and direct the City Engineer to prepare proposed special assessments against the benefited properties; and
c)   Set a public hearing to be held on March 18, 2014.

3.   Master Partnership Contract with MnDOT:
Authorize execution of a Master Partnership Contract between the State of Minnesota Department of Transportation (MnDOT) and the City of Minneapolis, for a term ending June 30, 2017, and granting authority to the City Engineer to execute any additional agreements necessary to carry out the provisions of the Master Partnership Contract.

4.   Maintenance Agreement for MnDOT Railway Bridge:
Authorize execution of a Maintenance Agreement with the Minnesota Department of Transportation for the Railway Bridge over Central Ave NE between 14th and 18th Ave NE.

5.   Central Corridor LRT Project:
a)   Authorize execution of Subordinate Funding Agreement 21 (SFA 21) with the Metropolitan Council for work associated with the resurfacing of Pleasant Ave between Arlington and Washington Ave SE;
b)   Authorize execution of Amendment 1 to SFA 5 increasing the maximum reimbursement amount to the City for installation of water main isolation vales along the LRT route; and
c)   Authorize execution of Amendment 1 to SFA 18 for payment to the City of costs related to traffic signals, street lighting, and sewer and water work associated with the project.

6.   Sanitary Lift Station Rehabilitation Project:
Authorize increase to contract with Minger Construction by $170,400 to include the rehabilitation of the Calhoun Isles Lift Station in the Sanitary Lift Station Rehabilitation Project. No additional appropriation required.

7.   Reconstruction of Existing Water Mains:
Authorize increase to contract with Fer-Pal Construction USA, LLC by $87,468, for a revised contract total of $480,408, to allow for the structural lining of a water main at an additional location not included in the original project. No additional appropriation required.

8.   Water Service Line Repair Assessment Cancellation:
Passage of Resolution cancelling a water service line repair special assessment for the property located at 4949 2nd Ave S which was included on the assessment roll in error.

9.   Contract Amendment - Huls Bros. Trucking, Inc.:
Authorize amendment to contract with Huls Bros. Trucking, Inc. increasing the 2014 annual expenditure to $500,000 for the hauling and disposal of agricultural liming material.   No additional appropriation required.

10. Hennepin County Land Conveyance:
Authorize execution of the conveyance document from Hennepin County for land needed by the City to construct a retaining wall and sidewalk in conjunction with the Riverside Extension Reconstruction Project at the intersection of 15th Ave S and 4th St S.

11. Temporary Construction Agreement for Bridge No 9 Repairs:
Authorize execution of an agreement with the University of Minnesota regarding construction activities and easements on and in the vicinity of Bridge No 9 over the Mississippi River.

12. Bids:
a)   OP 7875, Accept low bid of Thomas and Sons Construction, Inc., for an estimated expenditure of $1,307,495.50, for the construction of ADA Pedestrian Ramps for the Paving Division; and
b)   OP 7889, Accept low responsive bid of Calgon Carbon Corporation, for an estimated annual expenditure of $1,000,000, to furnish and deliver powdered activated carbon to the Water Treatment and Distribution Division.

Authorize execution of an agreement with the Metropolitan Council for the Clean Water Fund Grant Program to provide property owner finance assistance for repairs to private sewer services.

15. On-Street Parking Mobile Phone Payment System:
Authorize issuance of a Request for Proposals (RFP) to solicit proposals from qualified vendors for an on-street parking mobile phone payment system.
