Public Hearings

Time Certain 9:45 a.m.

 1.  Special Service Districts - Proposed Services and Service Charges for 2014:
      a)  Approve resolution for the Uptown, Central Avenue, Stadium Village, Nicollet Avenue South, South Hennepin Avenue, 48th Street East & Chicago Avenue South, and 43rd St W and Upton Av S Special Service Districts;
      b)  Continue the public hearing for the proposed services and service charges for 2014 for the Dinkytown Special Service District to be held before the Transportation and Public Works Committee on October 22, 2013;
      c)  Approve the special services and the budget cost estimates for the remaining districts in the lump sum total amount of $953,925 for 2014;
      d)  Approve the special service charges and the lists of service charges (assessments) for the remaining districts in the lump sum total amount of $960,518 for 2014;
      e)  Direct the transmittal of certified copies of the lists of service charges to the Hennepin County Auditor; and
      f)   Direct the City Engineer to proceed with the work.

 2.  Sanitary Sewer Service Availability Charge Assessments:
      Approve adoption and levy of assessments in the amount of $52,583.40 for sanitary sewer service availability charges (SAC) that remain unpaid, adopt the assessment rolls, and direct the transmittal of certified copies of the assessment rolls to the Hennepin County Auditor.

 3.  Water & Sewer Service Line Repair Assessments:
      Approve adoption and levy of assessments in the total amount of $418,873.33 for water service lines and $131,794.29 for sewer service lines, adopt the assessment rolls, and direct the transmittal of certified copies of the assessment rolls to the Hennepin County Auditor.

      Action Taken:  Approved.  Assessment relating to the property located at 4136 Portland Ave sent forward without recommendation.


 4.  Water Line Repair Special Assessment Deferment Application:
      Approve special assessment deferment application from the owner of the property located at 3806 Bryant Ave N to defer a water line repair special assessment in the amount of $4,250, for payable 2014 and subsequent years.

 5.  Street Resurfacing Special Assessment Deferment Application:
      Approve special assessment deferment application from the owner of the property located at 2625  35th Ave S to defer a street resurfacing special assessment in the amount of $1,548, for payable 2014 and subsequent years.

      Action Taken:  Approved.

 6.  Government Center Streetlight Agreement:
      Authorize execution of a cost sharing agreement with Hennepin County to replace existing streetlight fixtures over 6th St S with new LED fixtures, at a cost to the City of $17,625 of the total project cost of $35,250.  No additional appropriation required.

 7.  Special Service District Snow and Ice Removal Contract:
      Approve increase to contract with Custom Products and Services by $714,872, for a revised contract total of $1,208,534, for sidewalk snow clearing and ice control in six Special Service Districts for the 2013-14 winter season. No additional appropriation required.

 8.  Tangletown Graffiti Prevention Micro Grant Contract Amendment:
      Authorize amendment to contract with Tangletown Neighborhood Association to extend the contract expiration date to June 20, 2014 to allow completion of the Innovative Graffiti Prevention Micro Grant Utility Box Wrap installations.

 9.  10th Ave SE Mississippi River Bridge:
      Authorize waiver of the performance and payment bond requirement in the contract with SRF Consulting Group, Inc. for bridge rehabilitation engineering services in conjunction with the 10th Ave SE Mississippi River Bridge Project.

10.  Zombie Pub Crawl:
       Approve application for a large block event to be held October 12, 2013 to operate outside the timeframe allowed under ordinance.

11.  Reconveyance of Tax Forfeited Land Parcel:
       Authorize the execution of the necessary documents to re-convey a tax forfeited land parcel located at 213 17th Ave NE, acquired for an alley right-of-way, to the State of Minnesota Department of Revenue.

12.  Fueling Facility Agreement with Hennepin County:
      Approve Fueling Facility Agreement with Hennepin County to grant the County the authority to use and purchase fuel from the Minneapolis Fueling Facility located at 1200 Currie Ave for a period ending on May 31, 2018.

13.  Water Main Cleaning:
       Authorize increase to contract with Heitkamp, Inc. by $15,872.65, for a revised contract total of $1,724,125.50, for the cleaning and lining of cast iron water mains.  No additional appropriation required.

14.  Fridley Dewatering Plant Warranty:
       Authorize acceptance of a warranty document with Graham Construction Services in conjunction with the Fridley Dewatering Improvements Project.

15. Linden Hills Street Resurfacing - Postpone Levy of Assessments:
      a)  Adopt special assessments in the amended amount of $2,421,910.63 for the Linden Hills Street Resurfacing Project and $60,341.88 for the 39th St W Street Resurfacing Project; and
      b)  Request the City Engineer to further postpone the level of special assessments for certain parcels in the Linden Hills and 39th St W Projects until 2014.

16.  Clean Water Fund Grant Application:
       Authorize submittal of an application for Minnesota Clean Water Land and Legacy Amendment funds in the amount of $502,200 in the Clean Water Fund administered by the Minnesota Board of Water and Soil Resources to be used for Lake Nokomis Area Private Stormwater Management Practices.

       • Chowen Ave S from 49th St W to 50th St W, west side of street only adjacent to residential uses.
