Public Hearings

Time Certain 9:45 a.m.

 1.  Nicollet-Central Transit Corridor Locally Preferred Alternative:
      a)  Approve a Locally Preferred Alternative for the Nicollet-Central Transit Alternatives Study; and
      b)  Recommend the Locally Preferred Alternative to the Metropolitan Council for inclusion in the Regional Transportation Policy Plan.

      Action Taken:  Approved.

 2.  Downtown Business Improvement Special Service District (DID):
      a)  Approve the operating plan which includes special services and budget cost estimates in the lump sum total amount of $6,565,062 for 2014;
      b)  Approve service charges and the lists of service charges (assessments) in the lump sum total amount of $6,190,713 for 2014;
      c)  Direct the City Clerk to transmit certified copies of the lists of service charges to the Hennepin County Auditor;
      d)  Direct the City Engineer to proceed with the work; and
      e)  Approve a new staff direction regarding negotiating and executing an amendment to the City’s contract with Minneapolis Downtown Improvement District, Inc. that:
           • Allows for an annual meeting between the DID, ratepayers, and City staff to help inform the DID's budget decisions
           • Clarifies the City's role when making decisions related to district contracts, district rate calculation, and district boundaries
           • Requires review of critical DID business practices.

 3.  Snow and Ice Removal from Public Sidewalks:
      Set a public hearing to be held on October 22, 2013 to consider proposed assessments for unpaid charges for the removal of snow and ice from public sidewalks.

 4.  Sidewalk Repair and Construction:
      Set a public hearing to be held on October 22, 2013 to consider proposed special assessments for unpaid charges for sidewalk repair and construction.

 5.  Nongovernmental Tax Exempt Parcel Street Light Operations Fee Assessment:
      a)  Designate the City-wide street light operations fee assessment against properties exempt from ad valorem taxation; and
      b)  Set a public hearing to be held on October 22, 2013.

 6.  Nongovernmental Tax Exempt Parcel Street Maintenance Assessment: 
      a)  Designate the City-wide street maintenance assessment against properties exempt from ad valorem taxation; and
      b)  Set a public hearing to be held on October 22, 2013.

 7.  Fridley Softening Plant Exterior Stabilization Project:
      Authorize increase to contract with A & M Construction, Inc. by $14,615, for a revised contract total of $569,613, to allow for additional mortar and grout joint repair work.  No additional appropriation required.

 8.  Nicollet Ave Reconstruction Project:
      Authorize increase to contract with Thomas and Sons Construction, Inc. by $543,892.94, for a revised contract total of $5,458,055.14, to allow for construction contingencies provided as part of the original project budget.  No additional appropriation required.

 9.  Metropolitan Council Environmental Services MOU - Comprehensive Plan Amendment:
      Authorize execution of an amendment to the existing Metropolitan Council Environmental Services 2009 Memorandum of Understanding (MOU) relating to Combined Sewer Overflow Elimination Efforts included in the Minneapolis Comprehensive Plan to extend the Sewer Plan submittal date to December 31, 2018.

10.  Penn Ave S Layout Revision:
       Approve revision to the Penn Ave S Reconstruction Project Layout, between MN-62 (Crosstown) and 50th St W.

       Action Taken:  Approved.

11.  Xcel Energy Pre-Determined Demand Level Agreements:
       Authorize execution of Predetermined Demand Level agreements with Xcel Energy for accounts serving the Division of Water Treatment and Distribution Services facilities.

12.  Inland Quarry Retail, LLC Right-of-Entry:
       Authorize execution of a right-of-entry agreement with Inland Quarry Retail, LLC to complete improvements to a public multi-use path adjacent to 18th Ave NE.

       Action Taken:  Approved.


13.  Nicollet Mall Redesign and Reconstruction Design Consultant Selection:
       Authorize negotiation and execution of a contract with James Corner Field Operations, in an amount not to exceed $600,000, for completion of concept design for the Nicollet Mall Reconstruction Project.  No additional appropriation required.
