Public Hearings

Time Certain 9:45 a.m.

 1.  Bloomington-Lake, Chicago-Lake, East Lake, and Lyndale-Lake Special Service Districts:
      a)  Approve the special services and budget cost estimates in the lump sum total amount of $289,900 for 2014;
      b)  Approve service charges and the lists of service charges (assessments) in the lump sum total amount of $250,946 for 2014; 
      c)  Direct the transmittal of certified copies of the lists of service charges to the Hennepin County Auditor; and
      d)  Direct the City Engineer to proceed with the work.

 2.  Ewing Municipal Parking Facility (50th St W and France Ave S):
      Approve adoption and levy of special assessments in the total amount of $15,251.50, adopt the assessment roll, and direct the transmittal of a certified copy of the assessment roll to the Hennepin County Auditor.

 3.  Downtown Improvement Special Service District:
      Reschedule public hearing to September 24, 2013 to consider the proposed services and service charges for 2014 for the Downtown Business Improvement Special Service District.
     Staff Report:  DID RCA   
      Action Taken:  Public hearing rescheduled to September 24, 2013.


 4.  Special Service Districts:
      Set a public hearing to be held on October 8, 2013 to consider proposed services and service charges for 2014 for the Uptown (Hennepin-Lake), Dinkytown, Central Avenue, Stadium Village, Nicollet Ave S, South Hennepin Ave, 48th St E and Chicago Ave S, and Linden Hills (43rd St W and Upton Ave S) Special Service Districts.

      Action Taken:  Public hearing set for October 8, 2013.

 5.  Water Interconnect:
      Authorize negotiation and execution of an agreement with the Board of Water Commissioners of the City of St. Paul for operation and maintenance of a 16" connection, isolation valves, and a vault intended for mutual use by either city as an emergency connection to provide water for the University of Minnesota East Bank Campus in Minneapolis or the St. Anthony Park Community in St. Paul.  No additional appropriation required.

 6.  Community Ovens:
      Subject matter of an ordinance amending Title 17, Chapter 427 of the Minneapolis Code of Ordinances relating to Streets and Sidewalks: In General, legalizing the approved operation and use of community ovens within the right-of-way.  (Gordon)
      Action Taken:  Referred to staff.


 7.   Organized Collection Contract:
       Authorize negotiation and execution of a contract with Minneapolis Refuse, Inc. (MRI) for the collection of garbage, recycling, problem materials, mattresses and yard wastes for approximately one-half of the City's dwelling units for a three-year term, from February 1, 2014 through January 31, 2017, with two (2) one-year renewals.

 8.  Yard Waste Processing - Contract Amendment:
      Authorize negotiation and execution of a one-year contract extension with Organics Technologies, Inc. (OTI) for yard waste processing.
