 1.  31st St W, 35th St E, and 38th St W Street Resurfacing Projects:
       a)  Designate the location and improvements proposed to be made in the projects; and
       b)  Receive the cost estimates set forth below, direct the City Engineer to prepare proposed special assessments against the benefited properties, and set a public hearing to be held on February 26, 2013:
             • 31st St W (Hennepin Ave to Nicollet Ave) - $600,750
             • 35th St E (Cedar Ave to 31st Ave S) - $343,223; and
             • 38st St W (Lyndale Ave S to Nicollet Ave) - $575,000.

 2.  Downtown Business Improvement Special Service District:
      Approve cancellation of special assessments for service charges payable 2013 for certain parcels in the Downtown Business Improvement Special Service District in the total amount of $86,027.34.

 3.  Safe Routes to School Projects:  
      Authorize amendment to existing agreements with the State of Minnesota associated with Safe Routes to School projects to allow funds to be used for plan design development associated with the projects.

 4.  Bids:
      a)  OP 7723, Accept low bid of A & M Construction, Inc, for an estimated expenditure of $161,190, for the Government Center Parking Facility Expansion Joint Repairs Project; and
      b)  OP 7724, Accept single bid of Intex Corporation, for an estimated annual expenditure of $72,000, for crushing rubble concrete and rubble asphalt through December 31, 2013.

      Subject matter of the following ordinances amending Title 17 of the Minneapolis Code of Ordinances relating to Streets and Sidewalks, clarifying the service charge assessment process for Special Service Districts containing direct or indirect references to Minn. Stat. Ch. 429:
      a) Chapter 438 relating to Uptown Special Service District
      b) Chapter 444 relating to Dinkytown Special Service District
      c) Chapter 446 relating to Central Avenue Special Service District
      d) Chapter 448 relating to Nicollet Avenue South Special Service District
      e)  Chapter 450 relating to Stadium Village Special Service District
      f) Chapter 452 relating to 43rd St W & Upton Avenue South (Linden Hills) Special Service District
      g) Chapter 453 relating to Riverview Special Service District
      h)  Chapter 454 relating to South Hennepin Avenue Special Service District
      i)  Chapter 456 relating to Franklin Avenue East Special Service District
      j) Chapter 457 relating to 48th St E & Chicago Avenue South Special Service District
      k) Chapter 458 relating to Hennepin Theatre District Special Service District
      l) Chapter 460 relating to Bloomington-Lake Special Service District
      m) Chapter 461 relating to Chicago-Lake Special Service District
      n) Chapter 462 relating to East Lake Street Special Service District

      Action Taken:  Public hearing set for February 12, 2013. 


 6.  Special Service District Management Policy:
      Direct Public Works staff to develop and recommend a policy regarding establishment and oversight of self-managed special service districts.
