Public Hearings

     Time Certain:  9:45 a.m.
 1.  Sanitary Sewer Service Availability Charge Assessment:
      Approve adoption and levy of assessments in the amount of $8,400 for sanitary sewer service availability charges (SAC) that remain unpaid.

      Action Taken:  Approved.

 2.  Water & Sewer Service Line Repairs:
      Adopt and levy assessments in the total amount of $439,990 for water service lines and $166,391.25 for sewer service lines, adopt the assessment rolls, and direct the transmittal of certified copies of the assessment rolls to the Hennepin County Auditor.

      Action Taken:  Approved, with following changes:
      a)  4238 Emerson Ave N - payment period extended from 5 to 7 years; and
      b)  3236 Minnehaha Ave - payment period extended from 5 to 10 years.
      Staff directed to further investigate the assessments against the following properties, also notifying the Council Member representing each property owner:

      c)  3505 2nd Ave S; and
      d)  2935 Morgan Ave N.


 3.  North Minneapolis Interceptor Rehabilitation Project:
      a)  Authorize the negotiation and execution of a Master Funding Agreement with the Metropolitan Council for the North Minneapolis Interceptor Rehabilitation Project; and 
      b)  Authorize the negotiation and execution of a Subordinate Funding Agreement with the Metropolitan Council for City Forces work associated with the project.

 4.  33rd Ave SE and Talmage Ave SE Street Reconstruction Project:
      Authorize increase to contract with Belair Builders, Inc. by $178,859.69, for a revised contract total of $814,105.69, for construction contingencies provided as part of the original project budget.  No additional appropriation necessary.

      Action Taken:  Approved.

 5.  Pioneers and Soldiers Cemetery Fence Rehabilitation Project:
      a)  Accept a Minnesota Historical and Cultural grant in the amount of $118,688 for the project;  
      b)  Authorize the proper City officers to draft and execute grant documents with the Minnesota Historical Society;  
      c)  Increase the appropriation for the project by $118,688;   
      d)  Award RFP for Phases III, IV, and V of the project to Miller Dunwiddie Architecture and authorize negotiation and execution of a contract with Miller Dunwiddie Architecture for consulting services in the amount of $76,400; and
      e)  Authorize Finance & Property Services to proceed with Phase III of the project.

 6.  Source Separated Organics Collection:  
      Direct Public Works staff to study City collection of Source Separated Organics, taking into consideration the Citizens Environmental Advisory Committee Memo of August 6, 2012 regarding the scope of the study and questions to be considered, and report the findings to the T&PW Committee by April of 2013.

 7.  Bids:
      a)  OP 7694, Accept low bid of Highway Technologies, Inc., for an estimated annual expenditure of $500,000, to furnish barricades, warning lights, and other traffic control devices as needed through January 31, 2014;
      b)  OP 7699, Accept single bid of Veit Disposal Systems, for an estimated expenditure of $110,000, for the disposal of construction debris and miscellaneous waste as called for through August 31, 2013; and
      c)  OP 7702, Accept low bid of Huls Bros. Trucking, Inc., for an estimated expenditure of $1,200,000, for the hauling and disposal of treatment residuals for the Water Treatment & Distribution Division.

 8.  Water Ordinance Amendments:
      Set a public hearing to be held on November 8, 2012, to consider the subject matter of an ordinance amending Title 19, Chapter 509 of the Minneapolis Code of Ordinances relating to Water, Sewers & Sewage Disposal:  Water updating ordinance language, modifying standards, meter ownership, and moving fees from ordinance to an annual rate resolution.

 9.  Hennepin County Bike Walk Grant Solicitation:  
      Authorize the submittal of grant applications to Hennepin County for four bicycle and four pedestrian projects.
