Public Hearings

 1.  Special Service Districts - Proposed Services and Service Charges for 2013:
      a)   Approve the special services and the budget cost estimates in the total amount of $896,000 for 2013 for the Uptown (Hennepin-Lake), Dinkytown, Central Ave, Stadium Village, Nicollet Ave S, South Hennepin Ave, 48th St E & Chicago Ave S, and 43rd St W & Upton Ave S (Linden Hills) Special Service Districts;
      b)   Approve service charges and the lists of service charges (assessments) in the total amount of $979,396 for 2013;
      c)   Direct the transmittal of the lists of service charges to the Hennepin County Auditor; and
      d)   Direct the City Engineer to proceed with the work.

 2.  Snow and Ice Removal from Public Sidewalks:
      Adopt and levy assessments, in the total amount of $23,765.93, adopt the assessment roll, and direct the transmittal of the assessment roll to the Hennepin County Auditor.

 3.  Solid Waste Management Options:
      Approve a resolution pursuant to Minnesota Statutes, Section 115A.94, Subd. 4 and pursuant to the authority of the Minneapolis City Charter and other authority, announcing the City’s intent to organize collection of solid waste in the City and inviting the participation of interested persons, including persons licensed to operate solid waste collection services, in planning and establishing the organized collection system, and consider options for a future contract for collection of garbage, recycling, problem materials (metals and mattresses), and yard wastes for one-half of the City’s dwelling units (privately collected side of the City).

 4.  Linden Hills and 39th St W Street Resurfacing Projects:
      Approve delay of levy of special assessments at the 2012 assessment rates for the Linden Hills Resurfacing Project and the 39th St W Resurfacing Project in order to avoid conflict with work being performed in the area by CenterPoint Energy and Metro Council Environmental Services.

 5.  Bids:
      a)  OP 7684, Accept low bid of Mark J. Traut Wells, Inc., in the amount of $734,054.50, to accomplish the Fridley Softening Plant Groundwater Control Project for the Water Treatment and Distribution Division; and 
      b)  OP 7695, Accept low bid of Huls Bros. Trucking, Inc. for an estimated annual expenditure of $300,000, for the hauling and disposal of agricultural liming materials for the Water Treatment and Distribution Division.

 6.  Bicycle Advisory Committee 2011-2012 Annual Report:
      Receive and file report from the City’s Bicycle Advisory Committee covering portions of 2011-2012.

 7.  Hiawatha Avenue Signal Improvement Project Update:
      Receive and file update following presentation.

 8.  Recycling Credit:
      Direct staff to eliminate the recycling credit beginning January 1, 2013, and lower the solid waste fee base rate to reflect the elimination of the recycling credit in the 2013 budget.

 9.  One-Sort Recycling Communication Plan:
