  1.  Sheridan Ave S Street Resurfacing Project (39th St W to 43rd St W):
       a)  Order the City Engineer to proceed with the work and adopt special assessments in the amount of $116,913.80 for the project; and
       b)  Request the Board of Estimate and Taxation to issue and sell assessment bonds in the amount of $116,920.

  2.  Upton Ave S Street Resurfacing Project (43rd St W to 54th St W):
       a)  Order the City Engineer to proceed with the work and adopt special assessments in the amount of $250,612.07 for the project; and
       b)  Request the Board of Estimate and Taxation to issue and sell assessment bonds in the amount of $250,620.

  3.  Nicollet Ave Construction Services Contract:
       Authorize the execution of a contract with Kimley-Horn and Associates, Inc. in the amount of $489,635 for construction engineering services for the Nicollet Ave Reconstruction Project.  No additional appropriation required.

      Action Taken:  Approved.

 4.  Pioneers and Soldiers Cemetery Fence Rehabilitation Project:
      a)  Accept a Minnesota Historical and Cultural grant in the amount of $150,000 for the Pioneers and Soldiers Cemetery Fence Rehabilitation Project; and
      b)  Increase the appropriation for the project by $150,000.

 5.  Talmage Ave SE Street Reconstruction Project - Contribution in Lieu of Assessment:
      a)  Accept $192,793.91 in contribution in lieu of assessments from the University of Minnesota for the Talmage Ave SE Street Reconstruction Project; and
      b)  Increase the appropriation for the project by $192,793.91.

 6.  Riverside Ave Street Reconstruction Project - Contribution in Lieu of Assessment:
      a)  Accept $360,459.72 in contribution in lieu of assessments from the University of Minnesota for the Riverside Ave Street Reconstruction Project; and
      b)  Increase the appropriation for the project by $360,459.72 .

 7.  Street Easement Deeds:
      Authorize the proper City officers to accept and record street easement deeds from Oak Station, LLC and Metropolitan Council in order to provide sufficient area to meet ADA requirements adjacent to the 46th St Light Rail Station.

 8.  Armatage Area Street Resurfacing Project:
      a)   Designate the location and improvements proposed to be made in the project;
      b)   Receive the cost estimate of $1,101,016 and direct the City Engineer to prepare proposed special assessments against the benefited properties; and
     
c)   Set a public hearing to be held on May 15, 2012.

 9.  Sabo Bridge Engineering Services:
       Authorize execution of a cooperative funding agreement with Hennepin County to pay up to $150,000 from the General Fund for engineering services to be provided by Wiss, Janney, Elstner Associates for the Sabo Bridge.

10.  Bids:
      a)  OP 7585, Accept low bid of Bald Eagle Erectors, Inc., for an estimated expenditure of $102,637, to fabricate and install 37 slide bearings at the Vineland Municipal Parking Ramp; and
      b)  OP 7589, Accept low bid of Veit and Company, Inc., for an estimated expenditure of $1,173,525.90, to provide cured-in-place pipe for the Sewer Construction Division.

11. Downtown Minneapolis Public Realm Conservancy Study:
      Passage of Resolution identifying the City of Minneapolis as a partner with the Minneapolis Downtown Council’s Greening Non-Profit Organization Feasibility Study and contribute $5,000 to the Minneapolis Downtown Improvement District (fiscal agent for the study) toward the project cost.

Discussion

12.  Penn Ave S Reconstruction Project Layout:
        a)  Approve project layout for the reconstruction of Penn Ave S between MN-62 (Crosstown) and 50th St W; and
        b)  Authorize the proper City officers to negotiate and execute easements and additional right-of-way, if necessary, in conjunction with the project.
