1.    Linden Hills Street Resurfacing Project:

a)    Order the City Engineer to proceed with the work and adopt special assessments in the amount of $2,521,843.47 for the project; and

b)    Request the Board of Estimate and Taxation to issue and sell assessment bonds in the amount of $2,521,845, with the bonds to be paid for from special assessments.

2.    39th St W Street Resurfacing Project:

a)    Order the City Engineer to proceed with the work and adopt special assessments in the amount of $80,508.20 for the project; and

b)    Request the Board of Estimate and Taxation to issue and sell assessment bonds in the amount of $80,510, with the bonds to be paid for from special assessments.

3.    1st St S Street Resurfacing Project:

a)    Order the City Engineer to proceed with the work and adopt special assessments in the amount of $19,249.19 for the project; and

b)    Request the Board of Estimate and Taxation to issue and sell assessment bonds in the amount of $19,250, with the bonds to be paid for from special assessments.

4.    11th Ave S Street Resurfacing Project:

a)    Order the City Engineer to proceed with the work and adopt special assessments in the amount of $129,135.13 for the project; and

b)    Request the Board of Estimate and Taxation to issue and sell assessment bonds in the amount of $129,140, with the bonds to be paid for from special assessments.

5.    33rd Ave SE Street Reconstruction Project (Como Ave SE to E Hennepin Ave):

a)    Order the City Engineer to proceed with the work and adopt special assessments in the amount of $616,858.96 for the project;

b)    Request the Board of Estimate and Taxation to issue and sell assessment bonds in the amount of $616,860, with the bonds to be paid for from special assessments; and

c)    Order the City Engineer to abandon and remove areaways located in the public right-of-way in conflict with the project. (Refer to W&M/Budget)

6.    Agreement for Delegated Authority on Federal-Aid Projects:

Authorize the execution of an agreement between the City of Minneapolis and the Commissioner of Transportation prescribing the terms and conditions allowing Mn/DOT to accept federal aid funds on behalf of the City, following satisfactory review by the City Attorney’s office.

7.    Transportation Management Organization (TMO) Executive Committee:

Appoint the following individuals to serve on the TMO Executive Committee for terms expiring December 31, 2013, as recommended by the TMO Executive Committee:

8.    Cinco de Mayo Large Block Event Permit:

Approve the application for a large block event to be held on May 6, 2012, to operate outside the timeframe allowed under Ordinance.

9.    Festival 5 de Mayo Large Block Event Permit:

Approve the application for a large block event to be held on May 5, 2012, to operate outside the timeframe allowed under ordinance.

a)    OP 7556, Accept only bid of Upper Midwest Athletic Construction (Div. of Blacktop Repair Service, Inc.), for an estimated expenditure of $162,220, to accomplish trailway crack filling and seal coating;

b)    OP 7561, Accept low bid of Ti-Zack Concrete, Inc., for an estimated expenditure of $2,795,900, to complete the construction of sidewalks, curb and gutter, alleys, and drive approaches; and

c)    OP 7564, Accept low bid of Belair Builders, Inc. (d/b/a Belair Excavating), for an estimated total expenditure of $485,446, to accomplish the 33rd Ave SE and Talmage Ave SE Construction Project.

12. Cedar Ave Sidewalk Reconstruction and Lighting (from the West Bank Central Corridor Light Rail Station to I-94):

a)    Authorize use of Common Project TOD set-aside funds to match grant dollars awarded to the City of Minneapolis by the Hennepin County TOD program and fill a funding gap for the Cedar Ave Sidewalk Reconstruction and Lighting Project; and

b)    Approve appropriations.

13. Bottineau Transitway Draft Environmental Impact Statement:
      Subject matter and related amendments to the following:

a)   Invitation to become a participating agency for the Bottineau Transitway DEIS process; and

Endorse the D1 alignment for the Bottineau Transitway, subject to an executed Memorandum of Understanding with Hennepin County and Metro Transit to pursue an arterial transitway project and transit-oriented development initiatives in North Minneapolis, separate from the Bottineau Transitway Project.
