Consent Items

 1.  Olson Memorial Highway Frontage Rd N Street Resurfacing Project:

      a)  Designate the location and improvements proposed to be made in the project;
      b)  Receive the cost estimate of $89,700 and direct the City Engineer to prepare proposed special assessments against the benefited properties; and
      c)  Set a public hearing to be held on March 20, 2012.

      Action Taken:  Approved.

 2.  Grant Area Street Resurfacing Project:
      a)  Designate the location and improvements proposed to be made in the project;
      b)  Receive the cost estimate of $244,104 and direct the City Engineer to prepare proposed special assessments against the benefited properties; and
      c) Set a public hearing to be held on March 20, 2012.

 3.  Near North Area (South Portion) Street Resurfacing Project:
      a)  Designate the location and improvements proposed to be made in the project;
      b)  Receive the cost estimate of $1,016,820 and direct the City Engineer to prepare proposed special assessments against the benefited properties; and
      c) Set a public hearing to be held on March 20, 2012.

 4.  RFP for Mattress Collection and Recycling:
      Authorize the issuance of a Request for Proposals (RFP) for mattress collection and recycling in the City.

 5.  Water Treatment and Distribution Services Lime Slaker Replacement Project:
      Authorize execution of Change Order No 1 (Final) to the contract with Graham Construction Services, Inc., increasing the contract by $60,663.67, for a revised contract total of $849,663.67, to allow for contingencies not included in the original scope of the project.  Funding is available in the existing project budget and no additional appropriation is required.

      Action Taken:  Approved.

 6.  Special Assessment Deferment Application:
      Approve special assessment deferment application from the owner of the property located at 4715 Zenith Ave S to defer a water service line repair assessment in the principal amount of $3,450 for payable 2012 and subsequent years.

 7.  Minneapolis Bicycle Advisory Committee:
      Appoint Marin Byrne to serve on the Minneapolis Bicycle Advisory Committee as the Ward 8 representative to fill the remainder of an unexpired term through May 31, 2012.

 8.  Traffic Management Center Upgrade and Traffic Signal Controller & Cabinet Replacement Project:
      a)  OP 7551, Accept low bid of Premier Electrical Corporation, for an estimated expenditure of $9,760,394.97, to complete the Traffic Management Center Upgrade and Traffic Signal Controller and Cabinet Replacement Project;
      b)  Authorize execution of an Agency Agreement with the State of Minnesota Department of Transportation allowing the State to act as the City's agent in accepting and disbursing federal funds and allowing federal aid participation in a force account; and
      c)  Appoint the Commissioner of Transportation as the City's agent in accepting federal aid funds for eligible transportation-related projects.

Discussion Items

 9. Bottineau Transitway Draft Environmental Impact Statement (DEIS) Scoping Comments and Memorandum of Understanding:
      a)  Receive and file presentation by Hennepin County on the DEIS process;
      b)  Accept invitation to become a participating agency for the Bottineau Transitway DEIS process;
      c)  Approve and submit comments on the scope of issues to be studied in the DEIS; and
      d)  Endorse the D1 alignment for the Bottineau Transitway, subject to an executed Memorandum of Understanding with Hennepin County and Metro Transit to pursue an arterial transitway project and transit-oriented development initiatives in North Minneapolis, separate from the Bottineau Transitway Project.

      (b) Approved;
      (c) Approved comments, as amended, to include streetcar as a modal option and add a reference to the Access Minneapolis Plan; and
       (d)  Postponed (Memorandum of Understanding amended to include streetcar as a modal option and add a reference to the Access Minneapolis Plan).

10. Hiawatha Corridor Signal System Improvement Project:
      Authorize the execution of the appropriate agreements with Metro Transit, Mn/DOT, and Hennepin County to receive funding for the Hiawatha Corridor Signal System Improvement Project.

      Staff Report:  Hiawatha Corridor Signal System RCAPowerPoint Presentation 
  Action Taken:  Approved.  Public Works staff directed to begin conversations with Metro Transit regarding the random operational headway in the Hiawatha Light Rail Corridor and the impact on travel time for cross traffic and highway traffic.
