  1. 36th St and W River Rd Stormwater Outfall:

    Receive and file report following presentation.

Public Hearing

  1. Nicollet Ave Reconstruction & Street Lighting Project:

    a)  Order the City Engineer to proceed with the work and adopt special assessments in the amount of $1,695,433.90 for the Street Reconstruction Project (Lake St to 40th St);
    b)  Request the Board of Estimate and Taxation to issue and sell assessment bonds in the amount of $1,695,435 for the Reconstruction Project, with the bonds to be paid for from special assessments;
    c)  Order the City Engineer to proceed with the work and adopt special assessments in the amount of $324,000 for the Street Lighting Project (Lake St to 36th St); and
    d)  Request the Board of Estimate and Taxation to issue and sell assessment bonds in the amount of $324,000 for the Lighting Project, with the bonds to be paid for from special assessments.

  1. Waste Disposal Services Contract:

    Authorize negotiation and execution of a contract with Hennepin County for the processing and disposal of municipal solid wastes collected in Minneapolis.

  1. Management of Special Service Districts:

    Authorize increase to the contract with Urban Works, Inc. by $40,000, for a revised contract total of $170,000, for professional services related to the management of Special Service Districts and extending the contract from November 30, 2011 to February 29, 2012.  No additional appropriation required.

    Action Taken:  Approved.

     

    1. Pioneers & Soldiers Memorial Cemetery Fence Restoration Project:

      a)  Accept a grant in the amount of $20,000 from the American Express Partners in Preservation Program for the Pioneers & Soldiers Memorial Cemetery Fence Restoration Project;
      b)  Authorize execution of grant documents with the American Express Partners in Preservation Program;
      c)  Increase the appropriation for the project by $20,000;
      d)  Increase contract with Terra General Contractors by $182,000, for a revised contract total of $425,517.05, to allow for Change Order No 2 to restore 13 additional sections of fence; and
      e)  Authorize the proper City officers to proceed with Phase II of the Fence Restoration Project.

    1. Bike Walk Ambassador Program - Contract Amendment:

      a)  Amend the contract for the Bike Walk Ambassador Program to reflect grant funding in the amount of $220,000 for Year 4 (through October 2012);
      b)  Increase the appropriation for the program by $220,000; and
      c)  Appoint the Commissioner of Transportation as agent of the City to accept the federal aid funds.

    2. Amendments to 2012 Capital Budget Paving Program and
      Report of Specific Projects Proposed with the Expanded Program:

      a)  Amend the Five Year Capital Program by increasing and decreasing Net Debt Bond, MSA, Assessment Bond, and Hilton Trust Fund appropriations for various capital projects;
      b)  Approve the list of proposed specific projects for the Expanded 2012 Capital Budget Paving Program;
      c)  Amend Resolution 2011R-662 by increasing total Net Debt Bonds sold by $415,000 and deleting the Street Renovation and Unpaved Alley Construction Programs and increasing the appropriation for the Asphalt Pavement Resurfacing and High Volume Corridor Reconditioning Programs; and
      d)  Amend Resolution 2011R-663 by (1) Deleting the Street Renovation and Unpaved Alley Construction Programs and decreasing the funding for the Traffic Signals Project, and (2) Increasing the funding for the Asphalt Pavement Resurfacing Program, Trunk Highway 55 Signals, and City Street Light Renovations.

    3. Riverside Ave Street Reconstruction and Street Lighting Projects:

      a) Designate the location and improvements proposed to be made in the Reconstruction and Street Lighting Projects (Cedar Ave S to 23rd Ave S);
      b) Receive the cost estimates of $5,850,000 for the Reconstruction Project and $272,800 for the Lighting Project, and direct the City Engineer to prepare proposed special assessments against the list of benefited properties;
      c) Set a public hearing to be held on February 28, 2012 to consider the Reconstruction and Lighting Projects and the abandonment and removal of areaways in conflict with the project; and
      d) Authorize the acquisition of permanent easements for sidewalk and ADA ramp expansion.

    4. 1st St S Street Resurfacing Project (Hennepin Ave to 3rd Ave S):

      a) Designate the location and improvements proposed to be made in the project;
      b) Receive the cost estimate of $145,456 and direct the City Engineer to prepare proposed special assessments against the list of benefited properties; and
      c) Set a public hearing to be held on February 14, 2012.

    5. 11th Ave S Street Resurfacing Project (8th Ave S to 24th St E):

      a) Designate the location and improvements proposed to be made in the project;
      b) Receive the cost estimate of $451,980 and direct the City Engineer to prepare proposed special assessments against the list of benefited properties; and
      c) Set a public hearing to be held on February 14, 2012.

    1. 39th St W Street Resurfacing Project (France Ave S to Sheridan Ave S:

      a) Designate the location and improvements proposed to be made in the project;
      b) Receive the cost estimate of $232,680 and direct the City Engineer to prepare proposed special assessments against the list of benefited properties; and
      c) Set a public hearing to be held on February 14, 2012.
