Public Hearings

Time Certain: 9:45 a.m.

1. Nongovernmental Tax Exempt Parcel Street Maintenance Assessment:

Adopt and levy assessments for 2011, adopt the assessment roll , and direct the transmittal of the assessment roll to the Hennepin County Auditor.

Action Taken: Approved.

2. Nongovernmental Tax Exempt Parcel Street Light Operations Assessment:

Adopt and levy assessments for 2011, adopt the assessment roll, and direct the transmittal of the assessment roll to the Hennepin County Auditor.

Action Taken: Approved.

3. Sanitary Sewer Service Availability Charge Assessment:

Adopt and levy assessments and adopt the assessment roll for the fees for sanitary sewer service availability charges that remain unpaid, and direct the transmittal of the assessment roll to the Hennepin County Auditor.

Action Taken: Approved.

4. Standard Sidewalk, Inc. Contract Amendment:

Increase the contract with Standard Sidewalk, Inc. by $310,000, for a revised contract total of $2,224,600, to allow for work in excess of the original contract amount. No additional appropriation required.

5. 2010 Levy of Public Works Department Special Assessments:

Approve levy of special assessments upon the benefited properties, adopt the assessment rolls, and direct the transmittal of the assessment rolls to the Hennepin County Auditor for collection to begin on the 2011 real estate tax statements.

Action Taken: Approved.

6. Central Corridor LRT Project Subordinate Funding Agreement:

Authorize the negotiation and execution of Subordinate Funding Agreement 4 with the Metropolitan Council for the City to pay $17,600, or 8.8%, of the construction costs associated with the E River Pkwy Storm Water BMP. Funds are available in the 2010 Sewer Budget.

7. Cedar Lake Trail, Phase III:

Authorize the execution of the final settlement agreement for easements with Land Partners II, LLP for the Cedar Lake Trail Project, Phase III. (Refer to W&M/Budget)

Action Taken: Approved.

8. Acceptance of Condemnation Settlement with Mn/DOT:

Accept payment of $139,000 from Mn/DOT for the negotiated condemnation settlement relating to property on the east bank of the Mississippi River adjacent to the easterly edge of the I-35W Bridge. (Refer to W&M/Budget)

Action Taken: Approved.

Discussion

9. Storm Tunnel System Accelerated Reconstruction and Rehabilitation:

a) Amend the 2010 Capital Budget by increasing the Storm Drains & Tunnel Rehab Program appropriation by $5,200,000, to be funded through stormwater revenue available in the Stormwater Fund balance;

b) OP 7357, Accept low bid of Keys Well Drilling, in the amount of $177,750, to complete the 10th Ave Tunnel Dewatering Wells; and

c) OP 7362, Accept low bid of Engineering and Construction Innovations, Inc., in the amount of $1,165,835, to complete the construction of the 10th Ave Storm Tunnel Outlet Replacement Project.

10. Municipal Parking System:

a) Approve selection of Ampco System Parking as the operator of the Municipal Parking System for the period commencing April 1, 2011 and continuing for three years, with two single-year extension options; and

b) Authorize the negotiation and execution of an agreement for the operation of the Minneapolis Off-Street Parking System with Ampco System Parking.

11. Draft Metropolitan Solid Waste Management Policy Plan 2010-2030:

Approve recommended comments and authorize staff to submit comments to the Minnesota Pollution Control Agency.

Action Taken: Approved revised comments.

12. 2011-2014 Public Works Consulting Pool:

Authorize negotiation and execution of a master service agreement with each of the 29 successful firms for the Public Works Consulting Pool. The length of the agreement will be from February 15, 2011 to February 14, 2014, and each master services agreement will be limited to a maximum of $2,500,000 with a maximum fee per scope of service (project) of $500,000.

13. Riverside Ave S Layout:

a) Approve the layout of the Riverside Ave Reconstruction Project from Cedar Ave to Franklin Ave; and

b) Authorize the proper City officers to negotiate with private property owners to acquire and execute easements and additional right-of-way.

14. Solid Waste and Recycling Collection:

Adopt a Resolution of Intent to elect to exercise the option to further organize solid waste and recycling collection within the City by considering the expansion of organized collection to include residential properties with more than four (4) units, commercial properties, and properties in the downtown core, and to follow the process and procedures set out in Minnesota Statutes, Section 115A.94, Subd. 4.

Action Taken: Postponed.

15. Capital Project Close-Outs:

a) Receive and accept the final costs of all traffic operations work related to the Minneapolis Stop Sign Plan Completion Project, and all bike work related to the 2005 Bikeways Clean Up Project, thereby closing the projects;

b) Reallocate excess Net Debt Bonds and revenues as follows:
– $31,250 in Net Debt Bonds to the Accessible Pedestrian Signals Project;
– $3,541.30 in excess revenue to the 2005 Bikeways Clean Up Project;
– $1,011.20 in excess revenue to the 2008 City Street Light Renovation Project; and

c) Request concurrence of the Board of Estimate and Taxation in the reallocation of already issued Net Debt Bonds.
