1. Special Service Districts:

Proposed services and service charges for the Uptown (Hennepin-Lake), Dinkytown, Central Ave, Stadium Village, Nicollet Ave S, South Hennepin Ave, 48th St E & Chicago Ave S, 43rd St W & Upton Ave S (Linden Hills), and Hennepin Theatre District:

a) Approve the special services and the budget cost estimates in the total amount of $711,410 for 2010;

b) Approve service charges and the lists of service charges (assessments) in the total amount of $779,932 for 2010;

c) Direct the City Clerk to transmit certified copies of the lists of service charges to the Hennepin County Auditor; and

d) Direct the City Engineer to proceed with the work.

Action Taken: Approved.

2. Nongovernmental Tax Exempt Parcel Street Light Operations Fee Assessment:

Adopt and levy special assessments in the total projected amount of $155,262 for 2010, adopt the assessment role, and direct the transmittal of the assessment roll to the Hennepin County Auditor.

Action Taken: Postponed.

3. Nongovernmental Tax Exempt Parcel Street Maintenance Assessment:

Adopt and levy special assessments in the total projected amount of $775,125 for 2010, adopt the assessment roll, and direct the transmittal of the assessment roll to the Hennepin County Auditor.

4. Labor Peace/Responsible Bidder Policy Working Group:

Designate the Permanent Review Committee as the working group to study the Labor Peace Resolution and the proposal to expand the current responsible bidder policy.

5. Bid:

OP 7196, Accept low bid of Lund Martin Construction, Inc., in the amount of $1,137,500, for the installation of revenue control equipment for Ramp A and Ramp C.

6. Existing Bus Shelter Franchise:

Authorize the execution of an interim agreement with CBS Outdoor, from November 9, 2009 to April 1, 2010, to provide for the continuance of the current provisions in the franchise agreement.

7. Bottineau Transitway Alternatives Analysis Study:

Receive and file report, following presentation by Joe Gladke, Manager of Engineering and Transit Planning, Hennepin County.

8. Quarterly Submittal of Traffic Zones, Restrictions, and Controls:

Receive and file report.

Action Taken: Received and filed.

9. Solid Waste and Recycling Collection:

Adopt a Resolution of Intent to elect to exercise the option to further organize solid waste and recycling collection within the City by considering the expansion of organized collection to include residential properties with more than four (4) units, commercial properties, and properties in the downtown core, and to follow the process and procedures set out in Minnesota Statutes, Section 115A.94, Subd. 4.

10. Hiawatha Trail Connection Project:

Contingent upon Transit for Livable Communities (TLC) approval of $460,000 in additional federal grant funding for the Hiawatha Trail Connection Project:

a) Approve resolution committing support of a 2010 capital appropriation that includes $267,000 for the Hiawatha Trail Connection Project;

b) Authorize the proper City officers to execute Interagency Agreements with Mn/DOT for federal participation in the project; and

c) Authorize the proper City officers to negotiate and acquire trail easements/use permits for the project.

13. Cedar Lake Trail:

Authorize acquisition through negotiations or condemnation of temporary construction easements and permanent easements across the parcels therein for trail and other transportation-related uses.
