1. 50th St W and France Ave S Parking Facility:

Adopt and levy special assessments in the total amount of $12,729.81, adopt the assessment roll, and direct the transmittal of the assessment roll to the Hennepin County Auditor. (Refer to W&M/Budget)

Action Taken: Approved.

2. LynLake Municipal Parking Lot:

Adopt and levy special assessments in the total amount of $52,905.36, adopt the assessment roll, and direct the transmittal of the assessment roll to the Hennepin County Auditor. (Refer to W&M/Budget)

Action Taken: Approved.

3. Public Sidewalk Repair and Construction Assessments:

Action Taken: Approved.
Property located at 4832 13th Ave S - removed from the assessment roll.
Property located at 5159 Logan Ave N - repayment period extended to ten years.
Staff directed to further investigate the assessments relating to the following properties:

4. Emergency Operations Training Facility:

Authorize execution of Change Order No. 1 to contract with Ebert, Inc., in the amount of $216,060.38, for a revised contract total of $4,413,752.38, to allow for construction contingencies provided as part of the original project budget. No additional appropriation required.

Action Taken: Approved.

5. Hiawatha Maintenance Facility:

Authorize execution of Change Order No. 1 to contract with Twell Environmental, Inc., in the amount of $94,003, for a revised contract total of $249,805, to allow for construction contingencies and work not included in the original scope of the project. No additional appropriation required.

Action Taken: Approved.

6. Chicago Ave S Reconstruction Project:

Authorize increase of $52,122.82 to contract with Veit and Company, Inc., for a revised contract total of $1,044,971.40, to allow for construction contingencies provided as part of the original project budget. No additional appropriation required.

Action Taken: Approved.

7. Bids:

a) OP 7188, Accept low responsive bid of AIM Electronics, Inc., in the amount of $118,320, for 8 variable message signs; and

b) OP 7190, Accept low bid of Diversified Drainage, LLC, in the amount of $42,878.26, for paver installation.

Action Taken: Approved.

8. Access Minneapolis: Pedestrian Master Plan and Pedestrian Facility Design Guidelines:

a) Approve the Minneapolis Pedestrian Master Plan; and

b) Receive and file Chapter 10, Pedestrian Facility Design, of the Access Minneapolis Design Guidelines for Streets and Sidewalks.

Action Taken: Approved, as amended.

9. MAC Long Term Comprehensive Plan Update:

Receive and file report following presentation by Dennis Probst, Metropolitan Airports Commission (MAC) Deputy Executive Director.

Action Taken: Received and filed. CPED staff directed to draft and circulate a letter of comment to the Metropolitan Airports Commission regarding the Long Term Comprehensive Plan for approval at the next City Council meeting.

10. Solid Waste and Recycling Collection:

Adopt a Resolution of Intent to elect to exercise the option to further organize solid waste and recycling collection within the City by considering the expansion of organized collection to include residential properties with more than four (4) units, commercial properties, and properties in the downtown core, and to follow the process and procedures set out in Minnesota Statutes, Section 115A.94, Subd. 4.

Action Taken: Postponed.

11. Hiawatha Trail Connection Project:

Contingent upon Transit for Livable Communities (TLC) approval of $460,000 in additional federal grant funding for the Hiawatha Trail Connection Project:

a) Approve resolution committing support of a 2010 capital appropriation that includes $267,000 for the Hiawatha Trail Connection Project;

b) Authorize the proper City officers to execute Interagency Agreements with Mn/DOT for federal participation in the project; and

c) Authorize the proper City officers to negotiate and acquire trail easements/use permits for the project. (Refer to W&M/Budget)

12. Labor Peace:

Subject matter of an expansion of the Citys Labor Peace Resolution to include construction contracts. (Johnson) (Refer to W&M/Budget)

13. Responsible Bidder Policy:

Subject matter of a responsible bidder policy. (Johnson) (Refer to W&M/Budget)

( 9/22/09 - T&PW Postponed. Staff directed to work with the Chair of the T&PW Committee and Council Member Johnson and report back to Committee with a plan for a Work Group to study the City’s Labor Peace Resolution and the current responsible bidder policy, as well as the proposal to expand the policy.)

17. November 5, 2009 - Areaway Abandonment and Removal:

Public hearing to consider proposed areaway abandonment and removal assessments in conjunction with the West Lake Street Reconstruction Project for the benefited properties located at:
● 821 Lake St W, in the amount of $452.23;
● 2957 Lyndale Ave S, in the amount of $6,954.72; and

18. November 5, 2009 - Water and Sewer Service Line Repairs:

Public hearing to consider assessments for water and sewer service line repairs.
