Consent

1. Hiawatha Maintenance Facility - Construction Services Contract Increase:

Authorize execution of two change orders to the contract with Knutson Construction Services, Inc., increasing the contract in the total amount of $498,370, to allow for construction contingencies provided as part of the original project budget, and to include the construction of a fuel island for the Fleet Services Division. No additional appropriation required.

Action Taken: Approved.

2. Hiawatha Maintenance Facility - Consulting Services Contract Increase:

Authorize execution of an amendment to the contract with RSP Architects, increasing the contract by $100,000, to provide for additional consulting services not covered under the original scope of the contract. No additional appropriation required.

Action Taken: Approved.

3. Marquette Ave and 2nd Ave Reconstruction Projects (1st St S to 12th St S):

Authorize the execution of change orders to the contract with Shafer Contracting, in the total amount of $1,714,114, to allow for additional work not provided in the original scope of the contract. No additional appropriation required.

4. ABC Ramps Maintenance Improvement Projects:

Authorize an increase in the appropriation to the ABC Ramps Operating Cost Fund by $11,325,000, to be reimbursed by Mn/DOT in accordance with an existing management agreement for operations of the ABC Ramps.

5. Traffic Control System:

a) Authorize the execution of a Memorandum of Agreement with the Regents of the University of Minnesota, and an Indefeasible Right to Use and Exchange of Services Agreement with Mn/DOT for participation in the implementation of a new Adaptive Traffic Signal Control System to control 39 intersections near the Universitys East Bank Campus (See also Item 6 - Bid for Traffic Control System); and

b) Increase the appropriation for the project in the total amount of $532,000.

6. Re-Bid:

OP 7175, Accept low bid of Egan Company, in the amount of $2,869,802.75, for a traffic control signal system.

7. Downtown Business Improvement Special Service District:

Set a public hearing to be held on September 22, 2009, to consider the proposed services and service charges for 2010 for the Downtown Business Improvement Special Service District.

Action Taken: Public hearing set for September 22, 2009.

8. Special Service Districts:

Set a public hearing to be held on September 22, 2009, to consider the proposed services and service charges for 2010 for the Chicago-Lake, Bloomington-Lake, and East Lake Special Service Districts.

Discussion

9. Minneapolis Economic Recovery Strategy - Camden Bridge Rehabilitation Project:

a) Approve acceptance of $10,000,000 in federal funds from the American Recovery and Reinvestment Act (ARRA) and increase the appropriation and revenue for the Camden Bridge Rehabilitation Project by $10,000,000;

b) Approve the project layout and plans, and direct the City Engineer to proceed with bidding the project;

c) Authorize the execution of agreements with the Minnesota Department of Transportation for the renovation of the Camden Bridge;

Action Taken: Approved revised staff recommendation.

10. Minneapolis Economic Recovery Strategy - Dewatering Plant Improvements:

a) Accept $2,000,000 of "principal forgiveness" funds from the American Recovery and Reinvestment Act of 2009 (ARRA) to be used as part of the funding for the New Filter Presses Project;

b) Approve early adoption and appropriation of the 2010 and 2011 Capital Budget Request for the New Filter Presses Project by appropriating an expenditure increase of $23 million in the Water Capital Agency to be financed by a general obligation note issued to the Minnesota Public Facilities Authority through the Drinking Water Revolving Fund and a $2,000,000 ARRA grant as described above;

c) Increase the revenue budget for the project in the Water Capital Agency in the total amount of $23,000,000;

d) Request the Board of Estimate and Taxation to incur additional general obligation indebtedness in the amount of $21,000,000 related to the project; and

e) Declare the City’s intent, pursuant to IRS Treasury Regulations, to reimburse expenditures related to the New Filter Presses project by incurring tax exempt debt.

11. Bid:

OP 7171, Accept low bid of Graham Construction Services, Inc., for an estimated expenditure of $19,220,000, for dewatering plant improvements.

12. Hennepin County Draft 2030 Transportation Systems Plan:

Receive and file City Staff comments and County staff responses on draft Hennepin County 2030 Transportation Systems Plan.

Action Taken: Received and filed.

13. Solid Waste and Recycling Collection:

Adopt a Resolution of Intent to elect to exercise the option to further organize solid waste and recycling collection within the City by considering the expansion of organized collection to include residential properties with more than four (4) units, commercial properties, and properties in the downtown core, and to follow the process and procedures set out in Minnesota Statutes, Section 115A.94, Subd. 4.

Action Taken: Postponed.

14. Hiawatha Trail Connection Project:

Contingent upon Transit for Livable Communities (TLC) approval of $460,000 in additional federal grant funding for the Hiawatha Trail Connection Project:

a) Approve resolution committing support of a 2010 capital appropriation that includes $267,000 for the Hiawatha Trail Connection Project;

b) Authorize the proper City officers to execute Interagency Agreements with Mn/DOT for federal participation in the project; and

c) Authorize the proper City officers to negotiate and acquire trail easements/use permits for the project.
