Public Hearing

Time Certain: 9:45 a.m.

1. Oak Hill Area (West Half) Street Resurfacing Project:

a) Order the work to proceed and adopt special assessments in the amount of $970,475.09 for the project; and

b) Request the Board of Estimate and Taxation to issue and sell assessment bonds in the amount of $970,475.

(Refer to W&M/Budget)

Action Taken: Approved, with staff directed to report back by Committee of the Whole on the determination of the appropriateness of the application of the Influence Zone on the Bachman property.


2. Columbia Heights Membrane Filtration Plant:

Authorize an increase in the contract with Black & Veatch, in the amount of $150,000, for a revised contract total of $5,697,000, to perform additional services for the completion of the Columbia Heights Membrane Filtration Plant not included in the original scope of the contract. Funds are available within the project budget.

Action Taken: Approved.

3. 2009 Hennepin County Transit-Oriented Development (TOD) Grant Applications:

a) Approve resolution for the submission of ten applications to the Hennepin County TOD Program and authorize cooperative agreements for County-funded projects; and

b) Approve the City priority rankings for 2009 TOD project proposals, and direct staff to submit advisory rankings to the Hennepin County Department of Housing, Community Works, and Transit.

4. Public Impound Towing:

Authorize an increase in the contract with S & T Transport, Inc., in the amount of $195,910, for a revised estimated expenditure of $392,340, for Tow Services in Zone 4. No additional appropriation necessary.

Action Taken: Approved.

5. Quarterly Submittal of Traffic Zones, Restrictions, and Controls:

Receive and file report.

Action Taken: Received and filed.


6. Solid Waste and Recycling Collection:

Adopt a Resolution of Intent to elect to exercise the option to further organize solid waste and recycling collection within the City by considering the expansion of organized collection to include residential properties with more than four (4) units, commercial properties, and properties in the downtown core, and to follow the process and procedures set out in Minnesota Statutes, Section 115A.94, Subd. 4.

Action Taken: Postponed.
