Presentation

1. Public Works High Performing Employee Awards:

Presentation of awards.

Action Taken: Awards presented to the following employees:

2. Capital Project Close-Outs:

a) Receive and accept the final costs of 80 various Traffic Operations and Bike Projects and adjust the capital appropriation as necessary to close-out the projects;

b) Reallocate excess revenues and Net Debt Bonds to other Traffic Operations and Bike Projects; and

c) Request concurrence of the Board of Estimate and Taxation in the reallocation of Net Debt Bonds.

Action Taken: Approved.

3. Pump Station 4:

Approve five Change Orders to the contract with Madsen-Johnson Corporation, in the total amount of $398,909, to perform renovations to Pump Station 4. No additional appropriation required.

Action Taken: Approved.

4. Bids:

a) OP 7060, Accept low responsive bids to furnish all labor, materials, equipment, and incidentals necessary to complete the construction of sidewalks, alleys, driveways, curbs, and gutters for an estimated annual expenditure as follows:

District No. 1

Standard Sidewalk, Inc.

$ 854,861

District No. 2 & 3

Concrete Ideas, Inc.

$1,742,465

b) OP 7085, Accept bid of Hawkins, Inc., for an estimated annual expenditure of $250,000, to furnish and deliver fluosilicic acid through December 31, 2009.

Action Taken: Approved. Staff directed to examine every aspect of all city construction projects to maximize the use of City crews.

5. Second Ave N Reconstruction Project (Washington Ave to 3rd St N):

a) Designate the location, streets, and improvements proposed to be made in the Project;

b) Receive the cost estimate of $793,953 and the list of benefited properties, and direct the City Engineer to prepare a proposed Street Reconstruction Special Improvement Assessment against the benefited properties; and

c) Set a public hearing to be held on March 31, 2009, to consider the reconstruction project, assessments, and the abandonment and removal of areaways in conflict with the project.

Action Taken: Approved. Public Hearing set as indicated.

6. Third Ave N Reconstruction Project (Washington Ave to 5th St N):

a) Designate the location, streets, and improvements proposed to be made in the Project;

b) Receive the cost estimate of $1,545,838 and the list of benefited properties, and direct the City Engineer to prepare a proposed Street Reconstruction Special Improvement Assessment against the benefited properties; and

c) Set a public hearing to be held on March 31, 2009, to consider the reconstruction project, assessments, and the abandonment and removal of areaways in conflict with the project.

Action Taken: Approved. Public Hearing set as indicated.

7. Right-of-Way Permits:

Ordinances amending Title 17 of the Minneapolis Code of Ordinances relating to Streets and Sidewalks (to reflect existing City practices related to oversight and control of repairs and improvements in public right of way):
a. Chapter 429 relating to Right-of-Way Administration; and
b. Chapter 430 relating to Right-of-Way Permits. (Colvin Roy)

Action Taken: Public Hearing set for February 24, 2009.

Discussion

8. Unpaved Residential Alleys:

Adopt " Final Report and Recommendations for Paving of Minneapolis Residential Unpaved Alleys".

Action Taken 1/27/2009: Postponed.

Action Taken 2/10/2009: Approved. Language in recommendation to be clarified prior to City Council meeting relating to assessment percentage. Further, staff directed to use the same criteria as created in the Unpaved Residential Alley Report for considering alternative stormwater management methods when reconstructing other City alleys.

Project approval and assessment public hearing.

12. March 10, 2009 - Downtown Business Improvement Special Service District:

Consider the proposed services and services charges for 2009, subject to the expiration of the 45-day veto period required before the Ordinance establishing the Special Service District is complete.

13. Solid Waste and Recycling Collection:

Adopt a Resolution of Intent to elect to exercise the option to further organize solid waste and recycling collection within the City by considering the expansion of organized collection to include residential properties with more than four (4) units, commercial properties, and properties in the downtown core, and to follow the process and procedures set out in Minnesota Statutes, Section 115A.94, Subd. 4.

Action Taken: Postponed.
