1. 54th Street West Reconstruction Project (Upton Ave S to Penn Ave S):
a) Order the City Engineer to proceed with the work and adopt special assessments in the amount of $126,051.64 for the project;
b) Request the Board of Estimate and Taxation to issue and sell assessment bonds in the amount of $126,050, with the bonds to be paid for from special assessments; and
c) Order the City Engineer to establish parking restrictions to meet State Aid Rule 8820.

2. Lynnhurst Street Renovation Project (Phase IV):
a) Order the City Engineer to proceed with the work and adopt special assessments in the amount of $493,725.27 for the project; and
b) Request the Board of Estimate and Taxation to issue and sell assessment bonds in the amount of $493,725, with the bonds to be paid for from special assessments.

3. Areaway Abandonment and Removal Assessment:
a) Receive the final costs and direct the City Engineer to prepare a proposed Areaway Abandonment and Removal Assessment in conjunction with the East Lake Street Reconstruction Project (5th Ave S to Hiawatha Ave S) for the benefited property located at:
● 1515 E Lake St / 3016 Bloomington Ave S, in the amount of $242,851.88; and
b) Set a public hearing to be held on May 20, 2008.

4. Areaway Abandonment and Removal Assessment:
a) Receive the final costs and direct the City Engineer to prepare a proposed Areaway Abandonment and Removal Assessment in conjunction with the West Lake Street Reconstruction Project (Dupont to Blaisdell Aves S and Lyndale Ave S from W 29th St to W 31st St) for the benefited properties located at:
● 701-703 Lake St W, in the amount of $3,072.66;
● 2922 Lyndale Ave S, in the amount of $603.34;
● 3001 Lyndale Ave S, in the amount of $3,360.71; and
b) Set a public hearing to be held on May 20, 2008.

5. Areaway Abandonment and Removal Assessment:
a) Receive the final costs and direct the City Engineer to prepare a proposed Areaway Abandonment and Removal Assessment in conjunction with the East Lake Street Reconstruction Project (Hiawatha Ave S to W River Pkwy) for the benefited properties located at:
● 2709 Lake St E, in the amount of $22,653.69;
● 2629 Lake St E, in the amount of $9,593.68;
● 4301 Lake St E, in the amount of $1,100.00; and
b) Set a public hearing to be held on May 20, 2008.

6. Limited Use Permit:
Authorize the execution of a Limited Use Permit with the Minnesota Department of Transportation (Mn/DOT) to allow for the use of a landscape and pedestrian area on Mn/DOT property located along 4th Ave S between 10th and 11th Streets South.

7. 2008 Hennepin County Transit-Oriented Development (TOD) Grant Applications:
a) Adopt the multi-jurisdictional program approval resolution for the submission of fourteen applications to the 2008 Hennepin County TOD Program for projects located within the City of Minneapolis; and
b) Approve the City of Minneapolis priority rankings for 2008 TOD project proposals and direct staff to submit advisory rankings to the Hennepin County Department of Housing, Community Works and Transit.

8. Non-Motorized Transportation Pilot Program (NTP):
Authorize the proper City officers to submit pedestrian and bicycle projects to Transit for Livable Communities (TLC) for the NTP second round solicitation.

9. Unpaved Residential Alley Feasibility Study:
a) Receive and file the "Feasibility Study for Paving of Minneapolis Residential Unpaved Alleys"; and
b) Direct staff to return to the Transportation and Public Works Committee with final recommendations for alley vacations, more rigorous estimates of actual costs, and recommendations as to when and how an Alley Paving Program could be inserted into the Capital Improvement Program.

12. Solid Waste and Recycling Collection:
Adopt a Resolution of Intent to elect to exercise the option to further organize solid waste and recycling collection within the City by considering the expansion of organized collection to include residential properties with more than four (4) units, commercial properties, and properties in the downtown core, and to follow the process and procedures set out in Minnesota Statutes, Section 115A.94, Subd. 4.
